Job Description

Coordinate implementation of PSPs, in collaboration with IRC departments and external consultants, as needed.Provide and/or facilitate PEERS and partnership management trainings, refresher trainings and ongoing support on partnership management and compliance for key partners and IRC staff.Supervise the Partnerships Officer and partnership finance staff to ensure that the Partnership Tracker is up to date and that the Partnership files are audit-ready at all times.Collaborate with other departments to ensure IRC partnership audit responsibilities are met.Coordinate all partner s audits as appropriate and in accordance with the terms of the partnership.Coordinate effective partnership close out processes, incorporating reflection, lessons learned and future planning.Contribute to donor reporting for partnership-related matters (non-programmatic).Promote Effective PartnershipsChampion robust partner relationship management characterized by the core partnership principles of responsibility, results-oriented approach, equality, transparency and complementarity.Articulate IRC Jordan s strategic approach to partnerships and advise the Senior Management Team (SMT) on matters related to PEERS, particularly in the areas of strategy, staffing and structure as well as compliance with the System.Chair the PWG to promote a coherent, strategic and coordinated approach to local partnerships in IRC Jordan and facilitate regular inter-departmental meetings to ensure effective collaboration across the country program for partnerships.Ensure appropriate proactive and reactive communications and engagement with IRC partners through regularly scheduled partnership management meetings and outside of formal partnership relationships.Facilitate systematic partner feedback on IRC s management of the partnership relationship, as well as appropriate action in response to the feedback, engaging SMT as needed.In coordination with the technical coordinators, Grants Coordinator and the Deputy Director of Programs, proactively engage partners on program development and design efforts.Collaborate with technical coordinators to proactively identify potential partnerships with local and national civil society organizations, both through the annual stakeholder analysis process as well as through external networking, regular research and engagement with actors in Jordan.Actively engage in and help drive IRC regional partnership initiatives, including participating in working groups and thematic meetings on partnership approaches and practices, and identifying opportunities for systems improvements.Actively co-ordinate and collaborate with other Middle East regional country programs to ensure a coherent, efficient and effective joint approach to partnerships.People ManagementSupervise the Partnership Finance Manager and Partnership Officer, the Partnership Department.Work with senior management to ensure the partnerships unit is appropriately resourced and structured, including contributing to the operating budget and proposals to ensure adequate funding for staff, equipment and other Departmental needs.Maintain open and professional relations with team members across the Jordan country program, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff.Ensures team members have clearly delineated function, work tasks and responsibilities to enforce accountability and clarity in role.Overall responsibility for staff timesheets, work plans and vacation schedules.With team members, identify individual training needs and ensure access to training and professional development resources appropriate to their skill gaps/needs.Lead with commitment, integrity and accountability on the IRC Way Global Standards for Professional ConductKey Working Relationships:Position reports to: Deputy Director for Programs, JordanPosition directly supervises: Partnerships Officer, Partnerships Finance ManagerIndirect Reporting: Regional Partnerships DirectorOther internal: WPE team, Health team, ECD team, ERD team, Grants Coordinator, Government Liaison Manager, M&E Coordinator, Finance Controller, HQ-based (NYC, DE & UK) IRC regional support teams, other program coordinators.Other external: Relevant stakeholders, both GOJ and NGOs (international, Jordanian).QualificationsBA degree or equivalent in International Development or Affairs or related field. Master s degree in relevant area is preferred.Over 5 years of relevant experience managing a partnership or grants portfolio required in development or humanitarian context.Proven ability to work effectively with national and local civil society organizations required.Demonstrated knowledge of U.S. Government rules and regulations as they apply to sub grant management required; experience working with DFID, ECHO and other European donors desirable.Previous budget management experience of $1,000,000 minimum required.Proven experience in donor proposal development with partners is mandatory.Minimum of 1-2 years working with local NGOs is an asset.Excellent written and spoken communication and coordination skills required.Proven ability to work well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace.Experience and skills in reading and reviewing financial reports.Experience managing staff and a commitment to team building, mentoring and staff development.Excellent written and spoken English required.
