Job Description

ORGANIZATIONAL CONTEXT?Aiming to feed 13 million of the most vulnerable people with food assistance, WFP?s emergency response in Yemen is the agency?s largest anywhere in the world. WFP also provides nutrition support to 1.7 million children and mothers and delivers school meals to 850,000 children each day.In 2019, WFP is scaling up its Yemen operations aiming to provide 13?million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.?JOB PURPOSE:?To design and manage programmes of large/moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation?KEY ACCOUNTABILITIES (not all-inclusive)?

  1. Serve as the Head of Programme for Mukalla Field Office; guide and lead the implementation of general food assistance (GFD and CBT), Livelihood and Resilience initiatives, School Meals, and nutrition programmes in the areas under Mukalla Field Office (FO).
  2. Manage the Mukalla FO programme team- Programatic directions, capacity building/strengthening, performance management, feedback, team meetings, career discussions etc.
  3. Manage and lead the beneficiary retargeting and the biometric registration exercises in the four governorates under Mukalla FO; ensure that they are implemented according to the targeting criteria and beneficiary selection guidance.
  4. Guide and lead the transition from GFD to CBT in the areas under Mukalla FO.
  5. Contribute to the development of Country strategies, policies and programmes to ensure that local needs inform country-wide planning.
  6. Participate in promotion and deployment of WFP?s corporate/CO initiatives, strategies and directions at the FO level.
  7. Forge and nurture external partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners and media engaged in the field of food security.
  8. More specifically, liaise with governorate level representation of the Ministry of Public Health and Population, Ministry of Planning and International Cooperation, Ministry of Education, High Relief Committee and the WFP?s cooperating partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency are in line with WFP guidelines and procedures.
  9. Develop operational and cooperate partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that enhance the delivery of the ICSP.
  10. Incorporate gender perspectives in all areas of work, to ensure equal participation of women.
  11. Take lead in assessing and determining the food security needs of the displaced and ensure that assistance is provided.
  12. Contribute to the development and project management of nutrition projects and activities, plans and processes ensuring alignment with the current national scale up plan, including supporting strengthening of data gathering, analysis and reporting.
  13. Take lead in initiating a transition from GFD to Livelihood and resilience with scaled up Food Assistance for Assets (FFA) in the four eastern governorates of Yemen.
  14. Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
  15. Coordinate with Mukalla Task Force, the Sub Cluster and the lead agencies on IDPs to provide an integrated joint assistance to the new arrival IDPs.
  16. Provide and share regular updates and reports with the Head of Field Office, Area Office, and the Country Office on the IDP response in Mukalla.
  17. Ensure periodic meetings with partners are held and record outcome of meetings.
  18. Coordinate preparation and dissemination of timely analytical and critical reports, and a variety of information products or proposals for internal or external use; prepare and submit weekly Programme updates to the Head of Office review and analyze daily and monthly cooperating partner reports and advise the Head of Office on action required.
  19. Contribute to the Mukalla Office Emergency Preparedness and Response Plan i.e.; scenario building and contingency planning in order to respond to humanitarian crises and needs;
  20. Provide support to the Head of Field Office for the effective management of the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team. Work as the defector OiC for the Mukalla FO during HoFO?s absence and hold accountability for security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
  21. Perform any other duties, as required
