Job Description

JOB PURPOSETo provide support to policy and programme activities that effectively meet food assistance needs.WFP Filed Office in Mukalla covers operations in the four governorates in the eastern part of Yemen namely Al Maharah, Socotra, Hadhramaut, and Shabwah. Mukalla FO currently implements a wide range of Live saving and live changing activities such as GFD, CBT, School Feeding, FFA, nutrition, with a strong focus on food assistance to the IDPs. WFP is also in a process of retargeting that will have a significant impact in how it operates in this part of Yemen, specifically moving from non-conditional to conditional assistance whenever possible and with an aim at self-reliance of our beneficiariesThe Programme Policy Officer (General Food Assistance), will serve under the direct supervision of the Head of Programme for the Field Office. S/he will mainly be responsible to manage and implement GFD and CBT activities in the areas under the responsibility of Mukalla Field Office. S/he will also serve as HoP OiC in his/her absence.KEY ACCOUNTABILITIES

  • Oversee the planning and implementation of WFP?s GFA (GFD and CBT) in the areas under Mukalla FO?s responsibility in line with WFP?s wider programme policies and guidelines and the Yemen ICSP;
  • Provide specialized project management support to the planning and implementation of GFD and CBT interventions in Mukalla FO; contribute to assistance modality shifting from GFD to CBT when and where necessary;
  • Coordinate with relevant functional units in the AO and CO for targeting/re-targeting and registration of beneficiaries for GFD and CBT;
  • Contribute to the implementation of Mukalla FO?s integrated food security, livelihood, and resilience strategy; contribute and facilitate the beneficairy evolving process from GFA to livelihood and resilience activities;
  • Liaise with internal and external counterparts and in particular MoPIC and High Relief Committees? representation offices in the four governorates to ensure the effective implementation of CBT and GFD in a close coordination with the FO government liaison focal point;
  • Provide support in integrating nutrition sensitive aspects to the implementation of CBT in Mukalla FO in coordination with the AO/FO nutrition teams;
  • Coordinate with VAM/M&E team at the FO level to manage regular field monitoring visits to ensure effective delivery of WFP?s cash and in-kind assistance; conduct frequent field visits whenever necessary;
  • Coordinate with the FO?s VAM/M&E team and Generate regular reports on the implementation of CBT and GFD; provide inputs to the weekly sitreps.
KEY ACCOUNTABILITIES (Ctd 1)
  • Regularly coordinate with the FO supply chain focal person and the Area Office supply chain to ensure timely deliveries of food commodities;
  • Coordinate with the financial service provider, AO CBT technical experts to ensure smooth and timely cash distribution to the CBT beneficiaries.
  • Emergency Preparedness and Response focal point in Mukalla;
  • Keep track of IDP movements in the region to ensure timely assistance to the IDPs;
  • Contribute to the development of FLAs for the CPs; keep track of the amendments/addendums impacting the implementation;
  • Coordinate with Aden AO/CO GFD and CBT units to ensure timely payments to the CPs;
  • Coordinate with WFP?s cooperating partners, local authorities, UN agencies, and NGOs to perform accurate food and nutrition security analyses and to ensure efficient delivery of food and nutrition assistance;
  • Support capacity building of WFP staff, cooperating partners, and the local government within the thematic area of EPR;
  • Oversee and/or review the work of other GFD and CBT staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
KEY ACCOUNTABILITIES (Ctd 2)
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis;
  • Ensure and/or perform accurate, timely recording of data within the field of GFD and CBT and consistency of information presented to stakeholders;
  • Serve as officer in charge role in absence of field office management (HoP and or HoFO) and in line with field office management?s instructions.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Supporting the roll-out and expansion of integrated GFD + livelihood activities in targeted communities.
