Job Description

ORGANIZATIONAL CONTEXTThis job is found in WFP Country Offices, Mukalla. The job holders typically report to a Programme Policy Officer or the designate.At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.JOB PURPOSETo perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.WFP Filed Office in Mukalla covers operations in the four governorates in the eastern part of Yemen namely Al Maharah, Socotra, Hadhramaut, and Shabwah. Mukalla FO currently implements a wide range of life saving and life changing activities such as GFD, CBT, School Feeding, FFA, nutrition, with a strong focus on food assistance to the IDPs. WFP is also in a process of retargeting that will have a significant impact in how it operates in this part of Yemen, specifically moving from non-conditional to conditional assistance whenever possible and with an aim at self-reliance of our beneficiariesThe Programme Assistant (CBT), will work under the direct supervision of the Programme Policy Officer (GFA) and will mainly be responsible to qualitative support the implementation of CBT activity in the areas under the responsibility of Mukalla Field Office.KEY ACCOUNTABILITIES

  • Provide technical support to the implementation of CBT in the areas under Mukalla FO?s responsibility in line with WFP?s wider programme policies and guidelines;
  • Coordinate and communicate with CBT colleagues inAO and CO to ensure country wide alignment and coherence in CBT implementation and seek technical support as needed. This includes, financial service providers, and CPs for a qualitative and economically sound implementation of CBT activities;
  • In liaison with the Nutrition Officer, ensure an integration of the relevant nutrition sensitive aspects to the implementation of CBT in Mukalla FO;
  • Manage the SCOPE platform for CBT and ensure that the field level issues related to cash distribution are resolved in a timely manner;
  • Review cash distribution plans from the CPs and liaison with the Aden AO CBT team for the execution;
  • Review progress reports from the CPs and the financial service providers;
  • Assist and facilitate the implementation of CBT related assessments in the field.
  • Coordinate with the FO?s VAM and M&E team to plan regular field visits to monitor cash distributions; conduct frequent field visits and report on the issues to improve programme delivery and guide Field Monitors in their assessments of CBT sites
  • Work closely with UNFPA at Mukalla hub to keep track of IDP movement in the region and to ensure one-off assistance to the IDPs in a timely manner;
KEY ACCOUNTABILITIES
  • Assist GFA activity lead in coordinating with WFP?s cooperating partners, local authorities, UN agencies, and NGOs to perform accurate food and nutrition security analyses and to ensure efficient delivery of food and nutrition assistance;
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders;
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility;
  • Support capacity building of WFP staff, cooperating partners, and the local government within the thematic area of CBT;
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis;
  • Provide inputs for weekly sitreps and any other reporting or communication product
  • Participate in field office meetings and other Aden/CO CBT related meetings as required
  • Keep management abreast of operations and challenges as needed.
