The IRC Yemen Country program was established in 2012 and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women s Protection and Empowerment and Education programming in eight governorates. The IRC Yemen Country Program operates from its Country Office in Sana a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeida and Al Dhale e, with the Al Dhale e office covering Lahj, and Shabwah.Emergency Preparedness and Response Programming in YemenThe International Rescue Committee (IRC) is launching a new Emergency Preparedness and Response Program to extend the reach of emergency preparedness through stronger coordination and timely provision of life-saving interventions. Using an Emergency Preparedness and Response Mechanism (EPRM), the IRC will work through a network of international and local partners to ensure enhanced, effective, timely, and more wide-reaching emergency response for conflict-affected populations in the South.Overview of RoleThe main objective of the role is to lead the start-up of the new EPRM program, including development of program management planning (work planning, spending planning, procurement planning, staffing planning) and effective program management to ensure the program is implemented on time, on track and on budget. The EPR Coordinator is a key role within the Yemen country program, providing leadership of a new area of programming and a strengthening of scale and reach via partnership and accountability to affected populations.Key ResponsibilitiesAccountable for strategic planning and programme leadership to implement the program on time, on track and on budget.Lead coordination with the relevant UN clusters, humanitarian forums, and the government to share information and monitor emergency situationsCollaborate with Partnership Unit to conduct NGO identification, vetting and selection in accordance with IRC PEERS proceduresLead on the development of trigger thresholds for response, based on most likely scenariosLead ongoing trigger monitoring and dissemination of data to relevant stakeholdersLead in direct or joint multi-agency assessments and rapid disaster needs assessments,Collaborate with Gender Unit to conduct Protection Mainstreaming assessment in hotspot areas to identify the risks of women, girls and other vulnerable groupsCollaborate with MEAL Unit to establish a client feedback and accountability mechanism to address feedback in a timely manner as per formalized standard operating procedures (SOPs) and confidentialityCollaborate with Supply Chain to prepare access to relief items for emergency responses based on most likely scenariosLead the facilitation of training for the IRC, implementing partners, and local authoritiesLead a participatory process to develop a selection criteria for responsible agency (IRC or pre-identified partner) to respond to assessed emergencyCoordinate emergency assistance to crises-affected populations to address their identified needs, with protection issues emphasized and mainstreamed across all interventionsCollaborate with MEAL Unit to conduct ongoing monitoring and feedback/accountability of response to ensure actions are timely and appropriateCollaborate with MEAL Unit to conduct real-time evaluations of emergency responses to inform learning and improvements for future responsesEnsure high quality and timely donor reportingFacilitate Kknowledge and data management, identification and documentation of lessons learned and a continual focus on adapting to changing on-the-ground realities, improving and learning.KEY WORKING RELATIONSHIPSPosition Reports to: Deputy Director of ProgramsPosition directly supervises: Emergency Preparedness and Response ManagerOther internal and/or external contacts: Grants, MEAL, Finance, HR, Supply chain, Program Sectors (Health, Economic Recovery and Development, Nutrition, Education, Women s Protection and Empowerment, Child Protection) and Regional Technical AdvisorsQualificationsMandatory:Minimum 4 years of senior programme management position in protracted conflict settingsSignificant experience in and knowledge of the related humanitarian architectureExperience and knowledge of Rapid Response MechanismsProven experience in assessing, designing, implementing and monitoring activities, with a strong commitment to evidence-based, context-driven, flexible and principled programmingStrategic thinking skills and interest in working and coordinating with different actors (including/especially the affected population) to achieve an effective and principled responseAbility to represent the ERM at a strategic level and engage and influence key stakeholders at national levelCapacity to provide leadership and be a unifying force;Highly diplomatic with excellent political awareness and understandingHighly sensitive to a Humanitarian needs-based, principled programming approachExperience in working with local partnersExperience of remote management
