About the job Procurement OfficerOur client is the?the worlds largest humanitarian network and Non-Profit Organization.They are hiring a staff member for the fixed 6 month contractin the position of Procurement Officer working under the Senior Officer, Logistics, Procurement and Supply Chain.?Only candidates available to join immediately will be considered for this role.The Procurement Officer will be the focal point for all fleet and logistics supply chain services (special focus on transport) and ensure that offered services are delivered on time, at cost and at the right quality to Federation, partners and service users.The Procurement Officer is responsible to ensure that information related to movement of goods and vehicles are disseminated timely and regularly to all stakeholders and ensure best value for money service delivery objectives are achieved. According the holder of the position is expected to carry out the below tasks.

  • To establish/maintain oriented customer service working relations with all service users both from IFRC or externals. Also, to ensure that Dubai Office delivers services that understands and meets the needs of the Federation, partners and services users, balancing service quality against service cost/commercial implications.
  • To produce accurate and timely estimates for dispatch and procurement of fleet services and relief items after understanding the specifications and requests of service users and in line with IFRC procurement manual and Standard Operating Procedures (SOPs). Then to liaise and co-ordinate with the relevant requesters regarding delivery of consignments and keep all parties informed of any changes in a timely manner. Also, to perform service quality analysis to users on regular basis: timely delivery, accuracy of information provided, customer communication.
  • To overview/follow up the transportation, customs clearance and other formalities for all in and out bound consignments of IFRC Dubai Office (vehicles and relief items included) ensuring the timely and accurate completion of all requests in line with IFRC procedures and SOPs and keep all parties informed of any change in a timely manner.
  • To provide technical expertise and advice through the GHS & SCM global network to enable the delivery of the right quality and cost-efficient procurement and supply chain service provision that meets the requirements of the Federation, partners and customers.
  • To execute the procurement of services and goods for Dubai Office (i.e. transportation for dispatch of vehicles, spare parts and relief items) in line with IFRC procurement manuals.
  • To facilitate implementation of Local Frame Agreement (LFA) in UAE by identifying and removing potential barriers in ensuring its implementation.
  • To ensure that Strategic Sourcing support is provided as required at all levels.
  • To assume full accountability for delivering best value for money
  • To assist in the production of regular, timely and accurate analysis, narrative and financial reports for the Federation and donors.
  • To keep all documentation to full audit trail standards following standard IFRC procedures both in hard and soft copies.
  • To liaise with international, government and non-government organizations and collaborate with them where appropriate.
  • To be proactive on the emergency response events and manage supply chain risks.
  • To perform other duties as may be assigned by the Senior Officer, Logistics, Procurement and Supply Chain and the Head, Global Fleet and Logistics Hub Dubai Office.
