Position Summary?Job Objective:The Director-General Counsel is responsible for overseeing and managing the legal activities for and on behalf of HCT, and for providing guidance and counsel on a broad range of matters including regulatory compliance, employment, contracts, and liability and insurance, to ensure maximum legal protection of HCT and to maintain operations within the limits prescribed by laws and regulations. He/she is also responsible to liaise with all government and legal entities as and when required.Main Responsibilities:StrategicContribute to the formulation of HCTs system-wide strategy.Lead the development and implementation of Legal Affairs strategy in alignment with HCTs system-wide strategy through departmental initiatives and projects.Develop and monitor implementation of Legal Affairs policies, procedures and processes.Monitor performance of Legal Affairs against KPIs and department/campus objectives on a regular basis. Recommend improvements and efficiencies in line with HCTs institutional priorities.Develop and monitor the annual budget of Legal Affairs in collaboration with Finance.OperationalOversee the review and revision of all legal policies, procedures and processes based on leading practices, complaints, management requests, etc.Lead legal activities in alignment with changing business needs and HCTs strategic direction.Coordinate will functions and campuses to participate in the definition and development of HCT policies, procedures and processes, and provide guidance on all institutional governance matters.Remain abreast of the latest laws, rules and regulations that might pose a risk on HCT and interpret the impact and implications of legislation on HCT.Produce regular and ad hoc reports and analysis on legal matters, activities and programmes, and communicate them to executive leadership.Provide guidance and direction to HCT executive leadership to assure proper understanding, interpretation and application of contractual obligations and compliance with applicable laws and regulations.Coordinate with Internal Audit and Enterprise Risk Management to provide advice and support to functions and campuses, and ensure all activities are conducted properly, in compliance with laws and regulations, and to reduce the threats and risks on HCT.Raise awareness of staff and employees about laws and regulations that influence the day-to-day operation of HCT.Monitor the development of all legal and contractual documents to ensure that they are effectively drafted, reviewed, interpreted, and examined.Provide claims analysis as well as avoidance and mitigation strategies on activities and projects with significant financial, legal and reputational exposure to HCT.Oversee the handling and coordination of disputes, arbitration and litigations.As and when applicable, oversee the management of services, deliverables and relationships with external law firms to ensure cost effective and appropriate advice is provided to HCT during litigations or any other general law issues.Represent HCT and liaise with all relevant government and legal entities as and when required.Attend major legal events at the local, national, regional and international levels in order to learn about new laws, regulations, trends and practices in the legal field and capitalise on the best way to apply them to HCT in line with the institution and functions priorities.People ManagementProvide professional development support and perform periodic performance reviews for direct subordinates based on HCTs Performance Management System.Develop workforce plans for the Legal Affairs function and work with the Human Resources function on succession planning for key positions in Legal Affairs.?RequirementsQualifications:Minimum of a Bachelors degree in a relevant field is required e.g. Law.A valid UAE Bar Association membership/registration OR a Bar License and Qualification for practice of legal profession from a recognised legal jurisdiction is required.Full English and Arabic proficiency are required.Intermediate computer literacy is required e.g. MS Office.Experience:Minimum of 10 years of work experience in Legal Affairs with at least four years of experience in a managerial role.?
