A. PurposeSenior Cost Engineer has responsibility to assist the Section Manager/Deputy Manager for all procurement duties and paperwork relating to budget, cost estimation and negotiation activities, generate procurement plan and report, purchasing materials, goods and services for division and analyzing the requirements and specification of a procurement and determine the cost involved to launch such a procurement.B. Responsibilities? Responsible to control and monitor budget expenditure to ensure that all budget expenditures are captured and properly recorded.? Provide planning and cost controlling support for all procurement in Division which includes variation reporting, monitoring of milestone progress to the preparation of customer billing processes, etc.? Working with Procurement and Finance Team for concurrence of cost estimation for each of procurementitems which will be procure in the coming period including but not limited to Review and/or prepare the proper and sufficient cost estimation of the required services, materials and equipment for the operation of the division.? Ensure effective budget implementation ? Attend budget meetings and discussions with the Accounting/Finance/Procurement and external clients? Perform budget costing related reporting to the team on a monthly basis to ensure that expenditures are kept within the budget.? Undertake any other ad-hoc duties as required.C. Accountability/DutyTo achieve the followings through the above responsibility- Perform and manage budget scheduling and monitoring- Perform commercial review of proposal/quotation from vendor/suppliers- Generate internal and external procurement report as performance indicator for budget and cost estimation purposes, statistical and record keeping purposes.- To achieve the personal KPI through department KPI- Capable of utilizing a range of Terms and Conditions of contract.- To develop skill and competent Cost estimation and Negotiation to perform task assigned.
