They are what we believe, what customers can expect, and how we deliver.Position SummaryJubail is one of Bechtels most remarkable achievements-a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times-and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or owners representative for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtels contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Work Location: Ras-Al-KhairThe work location for this position is in Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.Major ResponsibilitiesThe Project Engineer is responsible for supporting the Area Engineering Manager to monitor and coordinate the design process for all Procure & Construct (PC) as well as Engineer-Procure-Construct (EPC) Contracts. The work will require close coordination and direct interfacing with Construction staff, Design Consultant staff and Contractors design team.Supervises the engineering activity (all disciplines) on a project, or designated portions of a project, for a global business unit. Plans and directs engineering assignments on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.Essential Job Duties
  • Take ownership of all allocated design contracts to develop Task Releases to local engineering firms (A/Es).
  • Prepare scope, design cost estimate, scheduling, coordinating, and monitoring of assigned engineering projects (Task Releases).
  • Formulating project parameters, assigning responsibilities to the most capable employees, and monitoring the project team.
  • Interacting with clients, interpreting their needs and requirements, and representing them in the field.
  • Performing quality control tasks on budgets, schedules, plans, and personnel performance and reporting on the projects status.
  • Cooperating and communicating with the Area Engineering Manager and other project participants and collaborating with senior engineers to create more efficient project methods and to maintain the projects profitability.
  • Reviewing the engineering tasks and initiating the necessary corrective actions.
  • Developing specifications for the projects needed equipment.
  • Creating frameworks to measure the projects metrics and data collection.
  • Establishing field test methods and methods for monitoring the quality of those tests.
  • Ensuring the projects compliance with the applicable codes, practices, policies, performance standards, and specifications.
  • Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines.
  • Liaise with Construction counterparts to ensure resolution of design and construction issues including site visits to construction sites.
  • Communicate complex technical issues when required through the Line Management hierarchy, as well as, provide/ recommend/offer solutions to Client, project and functional management.
  • Participate in monthly Area Review Meetings to report on project performance and resolution of engineering issues.
  • Submit timely and accurate data to Project Controls for weekly and bi-weekly reports.
  • Monitor the timely completion and response of Technical Queries (RFI, FCD)
  • Raise trends, submit to project controls, and prepare Design Change Notices.
  • Review and ensure quality of A/E submittals.
  • Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Skills And QualificationsEssential Technical:
  • University degree preferably in Civil or Mechanical engineering discipline.
  • Minimum of 15 years of overall experinec with ten years (10) experience in design and five (5) or more years field and project planning experience within multiple discipline projects environment. Mandatory experience must including: experience in the analysis and design of utilities and infrastructure work, coordination of multi-discipline designs and teams and experience in field construction interfacing with heavy industrial plants, petrochemical plants or refineries. Proven technical infrastructure design experience of roadways, utility systems, grading and drainage improvements, as well as, civil and building structural elements, components and/or facilities. Knowledge of applicable codes, policies, standards, and best practices.
  • Registered Professional Engineer of country of acquired education and country of current professional practice.
  • Knowledge of industrial infrastructure development and utilities is preferred.
  • Proficient knowledge of core discipline engineering and project engineering processes and procedures.
  • Experience in leading internal/in-house project teams of at least 3-to-5 professional persons and design discipline teams of minimum 10-to-15 persons.
  • Having been Responsible Engineer of Record and/or Final Certification of Deliverables fit for acceptance to Authorities would be highly regarded.
  • Lateral, creative solution oriented technical thinker able to work within and full utilize Technical Codes, Standards and Procedures.
  • Competent computer literacy and knowledge of design and visualization software.

  • Skill in oral and written communication i.e., must be fluent and native speaker (equivalent) of English Language. Additionally, fluency in Arabic language in addition to English would be highly regarded however, is not essential.

Preferred Technical
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
  • Experience with preparation and monitoring of engineering performance and progress reporting (EPPR).
  • Experience in executing engineering in a BIM/VPD environment would be highly regarded.
  • Knowledge of engineering software applications as related to the design of civil infrastructure and buildings including, but not limited to Autodesk suite of CAD and analysis tools.
  • Execution planning / financial management / planning and organizing.
  • Demonstrated experience with preparation of engineering fee proposals and engineering design contracts.
  • Familiarity with Quality Management Systems based on ISO: 9001 standards as applied to engineering design.
  • Familiar with industry standards and codes.
  • Sufficient knowledge of computers to monitor schedule of work and track completion of outstanding design issues .
