Planning Engineer (Saudi)

Job Description

Under the direction of the CDO, PMO and Project Control Manager, the Planning Engineerwill be responsible for development, controlling and monitoring the projects planning andscheduling related works of Tilals real estate projects.

• Comply with Tilals internal governance procedures.
• Establish and implement sound project control systems (PCS).
• Maintain logs of project communications including Memos, changes, issues, risk, insurance and warranty documents and their expiry dates.
• Establish the work breakdown structure (WBS), the defined time interval for each element, the work logic, the required resources, and the cost allocation for each element of the WBS.
• Develop, monitor, and update the project master schedule. Maintain the latest approved version of the master schedule.
• Monitor and analyze the projects KPIs to ensure compliance with the approved schedules, budgets, and quality criteria.
• Develop and update dynamic dashboards for bi-weekly and monthly progress review meetings.
• Prepare detailed work execution schedules on P6, with resource loading and activity weightage calculations.
• Maintain and control cost through earned value management.
• Prepare, monitor, and review cash flows and manpower histograms.
• Prepare projects bi-weekly and monthly progress reports and make the necessary presentation.
• Participate in budget estimation workshops and provide advice and direction. Monitor and control the approved construction budget.
• Review contractors construction schedule, make comments and negotiate logic and sequence to the best interest of Tilal.
• Track budgets, estimates, commitments, payments, invoices by line item and by contract.
• Maintain cost accounting records.
• Identify project risks and restraints and manage mitigation actions for effective dealing.
• Maintain an up-to-date risk register with mitigation plans.
• Monitor and control claim submission process and provide support to the Procurement and Contracts Section as well as to the Execution Team in the analysis and resolution.
• Review applications for Extensions of Time (EOTs) and manage such applications to the best interest of Tilal.

Requirements

• 5+ years of progressive relevant project management experience in real estate

development including projects with significant construction values.

• College or university four-year degree in architecture, civil engineering, project

management or a related field is required.

• Computer literate and expert in Primavera applications.
• Strong understanding of real estate development and project management strategies and techniques.
• Experience in managing and controlling large scale mixed-use projects with all the

responsibilities detailed above.

• This position requires strong organizational skills, ability to prioritize, keep track of details,

and manage large spreadsheets.

• Must be able to communicate effectively, both verbally, and orally.
• Other useful skills include negotiation, cost control, team building, persuasion, and building consensus.
