It the biggest civil engineering project in modern times-and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or owners representative for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtels contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Work Location: Ras-Al-Khair. The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays.SummaryMajor Responsibilities:The Lead QS role is office based within the Royal Commission Ras-Al-Khair Engineering Department. The Lead QS shall report to the QS & Contract Administration Supervisor.Essential Job Duties
  • Assigns work to the QS Team, corroborates results and leads the QS team to ensure adequate and timely review of quantities and pay items for all Engineering design packages and RFP/Bid documents prepared by the Royal Commissions and local AE design consultants for a wide variety of Infrastructure Projects.
  • Lead the QS team to ensure adequate and timely review of preliminary estimates and highlighting of any discrepancies against project budgets.
  • Coordination across Engineering Core Group disciplines for identification of scope errors, omissions and missing Pay Items.
  • Reduction of bidder queries, design errors and omissions, missing Pay Items.
  • Development and management of standardized Royal Commission Standard Pay Items including method of measurement, as well as training and coaching for Design Consultants.
  • Coordinates review of bidder documents and change orders for contractual scope changes.
  • Ensure proper monitoring, management and close-out of design review comments during the design review process.
  • Development and maintenance of historical database of design pay items, quantities and cost estimates for cross reference against current design packages.
  • Supervises the QS team and provides team members with regular performance feedback, guidance and support and develops team performance metrics.
  • Provides guidance and training and transfers knowledge to Saudi National Engineers/Quantity Surveyors.
  • The supervision of team reviewing consultants electrical design packages and main construction contractors design and drawing packages for infrastructure projects.
  • Continuous effort to improve design quality by implementing QC and QA program.
  • Monitoring Consultants design quality and provide technical guidance.
  • Organize and participate in Interdisciplinary coordination meetings.
  • Participate in Management Planning meetings.
  • Ensure the overall quality of the projects including coordination with other disciplines and interface projects.
  • Assists Field Engineers in solving technical problems to facilitate appropriate solutions.
  • Representing the RC in technical meetings, value engineering analysis, and providing technical support to the engineering and construction departments during the design and construction phases.
  • Ensure that the progress of the engineering studies, the schedule of deliverables and the technical requirements of the contract are met.
  • Identifies opportunities to innovate and improve geotechnical processes, procedures and deliverables.
  • Captures, Reviews and Implements Lesson Learned Develop and implement training and mentoring programs for entry level Saudi Engineers assigned to Electrical Engineering Team.
Skills And QualificationsEssential Technical:
  • Degree in Quantity Surveying (QS), or equivalent degree (i.e. Construction, Structural or Civil Engineering, or Mathematics, Geography, Economics, Urban Planning or Land Studies) with current and renewable Royal Institute of Chartered Surveyors (RICS) in Quantity Surveying Registration/Licensing. RICS equivalent will be given consideration.
  • Minimum ten (10) years of experience in the construction industry with at least 2-to-5 years experience as a Lead Quantity Surveyor and Estimator.
  • Must be be able to demonstrate experience in:
Liaising with clients to identify their needs Estimating quantities, costs and time scales for material and labor Preparing tender and contract documents Identifying and weighing up commercial risks Assigning work to subcontractors Valuing completed work, managing budgets and overseeing payments Ensuring projects meet legal and quality standards Ensuring that clients get value for their money Advising on the maintenance costs of specific assets and facilities Submitting regular budget reports Following building regulations and health and safety
  • Familiar with CSI MasterFormat, Work Breakdown Structure and Composite Pay Items.
Essential Behavioral
  • Skill in oral and written communication i.e., must be fluent and native speaker (equivalent) of English Language. Additionally, fluency in Arabic language in addition to English would be highly regarded however, is not essential.
  • Ability to provide strong, active technical leadership to follow and enforce a consistent approach that nurtures a culture of creativity, innovation and empowerment.
  • Capable of dealing and interacting with disputing people and situations.

Preferred Technical
  • Professional Engineer (P.E.) or Professional Membership (MRICS, MCIOB, AACE).
  • Knowledgeable of Construction Classification Systems.
  • Experience on site in construction projects is beneficial.
  • Competency in 5D BIM methodologies, tools and applications - to review and interrogate designs and Quantity Take-Offs produced in a BIM environment.
  • Working knowledge of data analytics software applications such as Power BI.
  • Expertise in standard methods of measurement and quantity take-offs.
  • Familiar with different BOQ Work Breakdown Structures and composite Pay Items.
  • Estimating and Cost Engineering experience required.
  • Working knowledge of BIM Applications AutoCAD, Revit and NavisWorks.
  • Must be proficient with Contract Administration and dealing with variation claims.
  • Working knowledge of standard Microsoft Office software applications Excel, Access, Word, and PowerPoint.
  • Relevant experience on infrastructure-based projects, such as site preparation, site development, highways, utilities and buildings projects.
  • Must be knowledgeable in various Engineering / Construction disciplines - civil, architectural, structural, electrical, mechanical , telecommunications, etc.
  • Demonstrated attention to detail and effective time management skills.
  • Capable of mentoring and supervising junior engineers to enhance their technical and leadership skills.
  • Ability to manage varying time-bound priorities.
  • Previous experience with Bechtel and / or Middle East.
Preferred Behavioral
  • Previous experience in supervisory role and/or coaching a team.
  • Ability to work within an integrated Royal Commission/SABCO team at multiple levels from working level to Project Manager level.

Addendum
  • Grade 26 - Minimum ten (10) years of experience in the construction industry with at least 2-to-5 years experience as a Lead Quantity Surveyor and Estimator.
  • Grade 27 - Bechtel experience preferred. Minimum fifteen (15) years of experience in the construction industry with at least 7-to-10 years experience as a Lead Quantity Surveyor and Estimator.
