Job Description

A highly reputable construction and contracting company is seeking a highly experienced and results-driven Procurement Engineer specializing in Electrical works to manage the procurement, sourcing, and supply chain activities for large-scale retail commercial, healthcare, residential and mixed-use projects across the Kingdom of Saudi Arabia. The successful candidate will be responsible for procuring materials, equipment, and services for electrical construction activities, ensuring timely delivery, cost optimization, and compliance with project specifications and quality standards.KEY RESPONSIBILITIES1-Prepare tender documentation for inviting bids from subcontractors and suppliers, ensuring alignment with project requirements.2-Obtain and evaluate quotations from subcontractors and suppliers in accordance with project needs, conducting a detailed analysis of techno-commercial proposals.3-Lead contract negotiations and allocate work to contractors and subcontractors to ensure optimal workflow and project continuity.4-Prepare, Review & issuance of the Contracts and Purchase orders incorporatingmutually agreed terms & conditions.5-Coordinate and track the approval process for material submittals and shop drawings, ensuring timely and efficient approvals.6-Monitor subcontractor progress on-site in collaboration with the site team7-Coordinate with suppliers to monitor deliveries and ensure timely material supply.8-Facilitate the processing of contractor invoices, payment certificates, and ensure the timely closure of contracts9-Update and follow up project Status by using Procore /project Management Software10-Track project costs to ensure adherence to budget and successful project delivery.11-Conduct studies on cost-saving and energy-efficient measures, implementing modifications to achieve significant budget reductions.12-Complete final order reconciliation and Close purchase ordersSkillsQUALIFICATIONS & REQUIREMENTSú Education:ú Bachelor's Degree in Electrical Engineering from a recognized university.ú Professional certification in procurement or supply chain management is an advantage.Experience:ú Minimum 5 to 8 years of experience in procurement engineering for construction projects with focus on electrical works.ú Proven experience working on large-scale retail commercial, healthcare, residential and mixed-use projects.ú Strong background in sourcing electrical equipment, power distribution systems, low voltage systems, vendor management, and supply chain coordination for electrical construction.Certifications (Preferred):ú CIPS (Chartered Institute of Procurement & Supply) certification.ú CPSM (Certified Professional in Supply Management).ú Familiarity with ISO 9001 standards.Language Requirements:ú Proficiency in English is mandatory.ú Arabic proficiency is preferred.ú Strong negotiation and communication skills are essential for vendor management and stakeholder coordination.Technical Skills:ú Ability to read and interpret electrical engineering drawings, single line diagrams, panel schedules, and specifications.ú Strong knowledge of electrical equipment, power systems, low voltage systems, material standards, and technical specifications.ú Proficiency in procurement and ERP systems for purchase order management and supplier tracking.ú Advanced proficiency in Microsoft Excel for cost analysis, price comparisons, and procurement tracking.ú Solid understanding of construction contracts, procurement terms, and vendor management practices.ú Familiarity with Saudi Building Code (SBC), Saudi Electrical Code, SASO standards, and local market suppliers.ú Knowledge of logistics, import procedures, and supply chain management.Personal Attributes:ú Strong negotiation and vendor management skills.ú Excellent analytical and decision-making abilities.ú High attention to detail and cost consciousness.ú Strong organizational and time management skills.ú Proactive approach to problem-solving and meeting project deadlines.ú Ability to work under pressure and manage multiple procurement activities simultaneously.
