Roles & Responsibilities Lead and manage the MEP Quantity Surveying function, overseeing quantity estimation, cost control, measurement, and commercial management for electrical, mechanical, HVAC, plumbing, firefighting, and ELV systems. Review tender documents, BOQs, drawings, specifications, and contract conditions to establish accurate quantity take-offs and cost estimates. Lead preparation, verification, and reconciliation of MEP BOQs, material quantities, and cost plans throughout the project lifecycle. Monitor project budgets, commitments, actual costs, variations, and forecast costs to identify commercial risks and cost-saving opportunities. Review and evaluate subcontractor quotations, commercial proposals, interim payment applications, and final accounts. Prepare and assess variations, change orders, claims, and additional work valuations in accordance with contract terms. Coordinate with design, procurement, planning, construction, and project management teams to ensure alignment of quantities, costs, and project progress. Ensure accurate measurement and valuation of completed MEP works, including installation, testing, commissioning, and associated works, as applicable under the contract. Manage subcontractor quantity surveying activities, validate submitted measurements, and ensure compliance with contractual and project requirements. Prepare regular cost reports, quantity reconciliation statements, cash flow forecasts, and commercial dashboards for management review. Identify discrepancies between tender quantities, approved drawings, site conditions, and executed works, ensuring timely resolution. Maintain accurate records of BOQs, variations, payment certificates, claims, and final account documentation. Ensure commercial compliance with project contracts, client requirements, and applicable Saudi regulations and practices.Desired Candidate Profile Qualification: Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or a related discipline. Experience: 15 - 20 years of overall experience in Quantity Surveying, with substantial experience in MEP works and team leadership. Proven experience in managing MEP quantity surveying and commercial activities for data centers, mission-critical facilities, industrial projects, or large-scale commercial buildings. Strong knowledge of electrical and mechanical systems, including HVAC, chillers, cooling systems, power distribution, generators, UPS, firefighting, plumbing, and ELV systems. Expertise in quantity take-offs, BOQ preparation, cost estimation, budget monitoring, variation assessment, subcontractor billing, and final account settlement. Sound understanding of contract administration, commercial risk management, claims, and change-order management. Familiarity with FIDIC-based contracts, where applicable, and Saudi project commercial practices. Proficiency in MS Excel and quantity surveying tools; working knowledge of AutoCAD and BIM-based quantity take-off tools such as CostX or similar software is preferred. Strong leadership, analytical, negotiation, stakeholder management, and reporting skills. Ability to manage multiple MEP packages, lead a QS team, and coordinate effectively with project, procurement, design, and commercial departments. Preferred: Candidates with hands-on experience in hyperscale data centers, high-density cooling infrastructure, and mission-critical electrical systems.
