Requisition ID: 257699Requisition Posting End Date:SAUDI ARABIAN MILITARY INDUSTRIES (SAMI)Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA).SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade.It commenced operations in January 2018.SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom.It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio.Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs.This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.Role Overview:This position reports to and receives direct supervision from Ammunition Industrial Complex (AIC) Quality QA/QC Manager and receives functional direction from the Infrastructure Manager of Quality and Six Sigma.The Quality QA/QC Engineer maintains and verifies implementation of the project quality program/plan on a project for which Bechtel will provide overall Project Management (including Project Management, Project Controls, Commercial, Process Improvement, Document Management, Risk Management, Engineering Support, Contracts Management, Quality and Health, Safety, Security & Environment) services. Maintains client liaison and communication for project Quality activities.Advises management of project quality problems and progress. THIS POSITION WILL BE LOCATED IN AL KHARJPrinciple Responsibilities Include but are not limited to the following:

• Supports the implementation of the quality program/plan within the project.
• Reviews approves quality related procedures prepared on the project to ensure compliance with the project quality program/plan.
• Reviews new or revised regulatory requirements and provides input to Quality QA/QC Manager to ensure changes are incorporated into quality program/plan.
• Participates in AIC auditing and monitoring program to verify the effectiveness of the project quality program/plan and enable the timely mitigation of technical and program/project risks.
• Recommends actions to project personnel to correct observed quality deficiencies.
• Supports the development and implementation of an ISO 9001:2015 compliant and continuously improving quality management system.
• Measures adherence to the quality program/plan, ISO 9001:2015 and established quality standards.
• Reviews project schedules for quality related activities to ensure timely and effective implementation of the project quality plan requirements.
• Identifies quality problems, initiates documented action and verifies implementation of solutions.Manages the project corrective action system.
• Recommends stop work to Quality QA/QC Manager, when warranted.
• Prepares reports on the effectiveness of the quality program/plan implementation.

Minimum Qualifications:

• A bachelors degree in engineering or other technical discipline from an accredited university and 12 years of relevant experience.
• Five years? experience in a quality role on complex industrial construction sites.
• Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
• Working knowledge of the quality principles/tools and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.Knowledge of Lean Six Sigma process improvement principles.
• Experience in mechanical, electrical, and piping construction/installation.
• Knowledge of the application of corrective actions to reconcile non-conforming conditions, and correct root causes.
• Knowledge of regulatory requirements and functions which impact the quality program/plan.
• Advanced oral and written communication, change management, facilitation, and coaching skills.
• Certified Lead Auditor
• Proficiency in the use of applicable computer programs such as Microsoft Word, Excel, PowerPoint, and Visio.
• Perform other related tasks as needed.

Preferred Qualifications:

• 5 or more years actively working as Quality Engineer.
• Certified Lean Six Sigma Yellow Belt or equivalent.
• Certified ASQ Quality Engineer or equivalent.
• Experience in Kingdom of Saudi Arabia, or other GCC countries

Grade 26

• A bachelors degree in engineering or other technical discipline from an accredited university, and 7 years of relevant experience. In lieu of a degree, 15 years of relevant experience including industrial construction experience.
