Organizational SettingThe project ?UTF/SAU/051/SAU Strengthening MoEWA?s Capacity to Implement the Sustainable Rural Agricultural Development Programme? is the first project that has been approved within the framework of FAO-Saudi Technical Cooperation Programme (2019-2025). The project provides technical and advisory assistance to the MoEWA in implementing its flagship sustainable rural agricultural development programme approved within the context of the National Transformation Programme of the Saudi Vision 2030. The project expected results will be achieved through implementation of nine project components: 1) Development of coffee Arabica production, processing and marketing; 2) Development of beekeeping and honey production; 3) Development of rose production and trade; 4) Development of sub-tropical fruits production, processing and marketing; 5) Strengthening capacity of small-scale fishermen and fish farmers; 6) Strengthening capacity of small-scale livestock herders; 7) Development of rain-fed cereals production; 8) Enhancing value addition from smallholdings and rural activities; and 9) Strengthening MoEWA?s capacity in sustainable management of rangelands, forests and natural resources to support rural livelihoods.An overall plan and budget is developed and approved, including activities and outputs that are expected to be accomplished under each component. Requirements for international technical expertise of each component have been identified. In order to ensure a coordinated, smooth, timely and successful implementation of the project, long-term competent international technical advisors will be appointed as Component Managers to each of the nine components. Each Component Manager will be supported by a team of international consultants and experts who are technical specialists in the subject matters of the various outputs and activities.FAO-Saudi Arabia is seeking for National Specialists in Fisheries and Aquaculture (Capture fisheries communities, Data management, Awareness & Social media Communication, Post-harvest,and Marketing).Reporting LinesThe Fisheries and Aquaculture Specialists will report to the Fisheries and Aquaculture Technical Advisor and National Professional Officer under the overall guidance to the FAO Programme Director in the Kingdom of Saudi Arabia.Technical FocusCapacity development and knowledge management for enhancing Fisheries and Aquaculture sector in KSA.Tasks and responsibilitiesThe Fisheries and Aquaculture Specialists will contribute to the accomplishment of outputs of the project component on Strengthening capacity of small-scale fishers and aquaculture producers and will carry out the following tasks:For Capture fisheries communities? Specialists:? Identify all the different type of fleets and gears segments with a complete diagnostic of areas of distribution, seasons, fishers involve? Analyse the socio-economic aspects of the capture fisheries in KSA in relation to the different type of fleets and gears produced inputs and the complementary additional economic activities generated? Establish a fluid and constant communication with fishers associations and leaders of key landing locations? Coordinate and manage the distribution of boats, gears, auction halls and workshops to the fishers communities? Support and re-orientate the activities of Fishermen Cooperatives? Elaborate local fisheries management plans through coastal communities participate processFor Data management and analysis Specialists:? Manage fisheries and aquaculture data and statistics through digital fisheries information systems in particular using FAO platforms such as: ?Calipseo?, mobile applications and artificial ?intelligence tools.?? Review all the existing data, correct the mistakes, upload the pending analogic data in the clouds ? Keep the digital system on going and resolve any problem of working? Coordinate the installation and operation of cameras on board and in landing sites to provide data to the artificial intelligence tools? Analyse the data through Rstudio, produce graphics, tables, maps and reports? Coordinate the future use of drones to collect marine ecosystem informationFor Awareness & Social media Communication Specialists:? Carry out awareness campaigns about the proper handling and conservation of seafood.? Improve visibility of KSA ?fisheries and aquaculture sectors,? Implement projects and international conferences through social media.? Elaborate awareness short videos, presentations, pictures to share in social media in strategic way? Design and elaborate impact power point presentations ? Monitor the building of new auction halls facilities and infrastructures. Technical assistance to key fisheries markets ?and commercialization chain. ?? Support to the development of a Seafood digital auction. Involvement of small companies of transport and ?commercialization. ?? Support the implementation of awareness campaigns about the proper handling and conservation of seafood? Support to the fishermen cooperatives in their involvement in post-harvest activitiesCANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements? Advanced University degree in biology, data management, aquaculture, food science, communication, audio-visual science or any related field.? At least 10 years of relevant work experience in capture fisheries, aquaculture, post-harvest and marketing, communication, data management and analysis.? Working knowledge of English and Arabic.?
