Requisition ID: 257770Requisition Posting End Date:SAUDI ARABIAN MILITARY INDUSTRIES (SAMI):SAMI is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military infrastructure necessary to support the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018.SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish a military industrial infrastructure across the Kingdom. It is organized into 4 Divisions: Aeronautics, Defense Electronics, Land and Weapons & Missiles; Naval interests are covered within the Weapons & Missiles portfolio.Bechtel was contracted to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs. This has led to the creation of an Enterprise Project Management Office (EPMO) and a Project Management/Construction Management (PM/CM) team to manage the design and construction of an Ammunition Industrial Complex (AIC). This state-of-the-art ammunition facility will comprise approximately 60 buildings on a 20 km2 site north of Riyadh, which will be designed and built over the next 3-4 years. The facilities to be built range from production buildings for different calibers of ammunition, explosive storage bunkers, ammunition magazines, a test range, demolition area, office building, mosque, R&D building, waste treatment plant and high-tech perimeter fence with security entrances.The ideal candidate will have some experience and understanding of project management within KSA. He/she will have previous Project Controls experience working on projects or in the Home Office, ideally within KSA or the wider Middle East. He/she will have a cultural awareness of the nuances of operating successfully within KSA and maintaining client and contractor relationships.SUMMARY:Performs cost estimating, analysis, and control activities, as directed.Performs schedule development, maintenance, and monitoring activities, as directed.JOB DIMENSIONS:A. ESSENTIAL JOB DUTIES:The following duties are General/Common across disciplines within the Project Controls function:1.Develops cost/schedule data for the project, as directed.2.Performs routine quantity takeoffs or quantity estimates using parameters for all commodities within a discipline or other specialty from engineering and construction drawings. Develops quantities for undefined scope assumptions, or verifies quantities provided by others.3.Assists in developing specific codes of accounts, as directed.4.Performs progress and / or performance monitoring and control functions for subcontractors.5.Performs routine data analysis and development, as directed.6.May subject to graduate rotational programThe following duties are performed with respect to Cost Engineering and Estimating:1.Assembles and compiles estimate data and prepares specific budget categories in accordance with prescribed standards and procedures.2.Performs assigned tasks related to establishing and/or implementing cost standards for recording, reporting, and analyzing performance data.3.Assists in investigating requirements for estimating and/or cost control data.4.Collects and classifies cost engineering data, as directed.5.Assists in developing and producing periodic cost and / or progress reports6.Assists in maintaining project trend and change control programThe following duties are performed with respect to Scheduling:1.Supports review of scope associated with schedule activities, as directed.2.Supports review of work activities within a discipline area or specialty. Assists in the review of schedule milestones.3.Compiles durations for activities within a discipline or specialty.4.Determines work sequences for a specific discipline or specialty. Identifies inter-discipline constraints or interfaces that define activity sequence.5.Develops quantity/workforce requirements for design installation, or work force requirements for a discipline or specialty, as directed. Performs quantity and work force resource loading, as directed.6.Identifies critical activities within a discipline or specialty relative to interfacing with other disciplines or supporting overall project schedules.7.Performs assigned tasks related to establishing and/or implementing standards and techniques for updating and monitoring schedule data needed for effective schedule control.8.Reports schedule deviations for an assigned discipline or specialty and recommends corrective action/work around solutions for project considerations.9.Collects study information and verifies accuracy of data. Works with discipline of specialty groups to develop cost related study support data.10.Gathers and verifies data on schedule, work force, and quantities to update and status discipline or specialty progress and performance reports.
