One of these competencies is the design of a robust geospatial implementation strategy that takes into consideration all business requirements from various GASTAT divisions and creates a centralized geospatial solution for all departments. GASTAT acknowledges the importance of geospatial technologies and principles in achieving the authoritys objectives. Geospatial technology enables us to spatially enable statistical information in an automatic manner and to reflect the information in a variety of visualizations that aid in data analysis by factoring in geographical elements of interest in order to make data-driven decisions.Gathering and analysing business requirementsAs-is assessment, gap analysis and current Geospatial performanceMeasure potential improvements and create future state and roadmapEstablish a timeline and realization strategyOrganization structure placement of the geospatial initiativecapacity-building initiatives for GASTAT Geospatial professionals with career path for each positionCreating a single document that contains the vision, mission, strategic drivers, principles, goals, and roadmap, all of which are summarized in a presentation report.Required skills and competenciesAbility to provide build a geospatial organization strategy within a statistical domain, design geospatial enterprise and system architecture, select the most proper technology that serves the organization (commercial or open source), create an implementation road map to the designed strategy, establish policies and procedures relevant to the geospatial workstream, and create methodologies to spatially enabling statistical descriptive informationExperience in developing and applying geospatial data standards, methods, and procedures e.g., Open Geospatial Consortium (OGC) standards specifications and applicationsKnowledge of the latest geospatial technologies that serves different geospatial dimensions (data editing, data modelling, data analysis, data and map publishing, spatial content management systems, data visualization and dashboarding, external data and map sharing though APIs)Ability to work on own initiative as well as a member of a team and to work under pressure.Excellent interpersonal skills, including the ability to establish strong cooperative relationships with senior government officials.Familiarity with common statistical work packages and terminologiesGood understanding and practice of capacity development.Desired additional skills and competenciesKnowledge & experience of working with constituents in the Arab States, particularly in the Gulf Cooperation Council (GCC).Demonstrates integrity and fairness by modelling UN values and ethical standards.Demonstrates professional competence and is conscientious and efficient in meeting commitments, observing deadlines and achieving results.Display cultural, gender, religion and age sensitivity and adaptability.Master degree or PhD (preferred PhD)GISP (Geographic Information Systems Professional) certification is preferredProof of experience-Minimum Qualifications of the Successful Individual ContractorMin. References may also include peers.-A cover letter(maximum length: 1 page) indicating why the candidate considers him-/herself to be suitable for the position.-Completed financial proposalform, the financial proposal is all-inclusive and shall consider various expenses incurred by the consultant while fulfilling its mission (e.g. transportation cost?).- The Professional Certificates mentioned above.Individual consultants will be evaluated based on the following methodologies:Step I: Screening and desk review:Individual consultants will be evaluated based on the following methodology.Technical Criteria (CV review and Desk Review/Interview optional) ? maximum 70 points.Only candidates who obtainedat least 70% of points from the CV desk review (who will score at least 49 points)will be considered for the next stage of evaluation, i.e. financial evaluation.Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:Advanced degree, preferably a master?s level in Geospatial/GIS, remote sensing, geomatics, computer science, or any other relevant fields.At least 10+ years of relevant professional experience with national geospatial and statistics with international organisation, or government in establishing and improving geospatial and statistical data and technologyAbility to provide statistical technical advice on different sectors/theme.Ability to work on own initiative as well as a member of a team and to work under pressure.Excellent interpersonal skills, including the ability to establish strong cooperative relationships with senior government officials.Ability to work on any of the statistical packages to analyze data.Good understanding and practice of capacity development.* Knowledge and experience in localizing and mainstreaming Sustainable Development Goals (SDGs)Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.Weight Per Technical Competence5 (outstanding): 96% - 100%The individual consultant/contractor has demonstrated an OUTSTANDING capacity for the analyzed competence.4 (Very good): 86% - 95%The individual consultant/contractor has demonstrated a VERY GOOD capacity for the analyzed competence.3 (Good): 76% - 85%The
