They are what we believe, what customers can expect, and how we deliver.Project Information: Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA).SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade.It commenced operations in January 2018.SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom.It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio.Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI`s programs.This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.Job Overview:This position is for a Deputy Construction Manager who will provide support in the RFPs preparation, document development, proposal evaluation, Safety and constructability 3D design model Review, construction management team selection and will provide oversight to the Design and build contractor and the Early Work unit rate construction contractor.The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude and be a team leader.Position ResponsibilitiesDevelop and review construction portion of scope of work, specification, contract, bid evaluation, execution planReview contract drawings and specifications (including RFPs) for constructability and conformance to existing field conditions.Provide technical guidance in the development of site mobilization and other construction management plansParticipate in pre-award meetings, as appropriate.Attend post-award contract meetings, such as post-award kickoff meetings, preconstruction conferences, informal or formal partnering meetings, schedule acceptance meeting, design review meetings, weekly progress meetings, etc.Overseeing the construction schedules, methods, manning charts, material & equipment, and services requirements necessary.Review contractors submittals for conformance with the requirements of the contract drawings and specifications.Provide technical support to the acquisition team for claims/disputes/terminations processing, negotiation, and resolution.Perform and participate in remote 3D model design reviews as necessary with multiple design offices,Assist with construction quality assurance.Witnesses? acceptance testing of the various systems and structures as required.Evaluation and notification of any significant event or technical deficiency associated with subcontractor performance.Perform reviews on solicitation packages.Perform technical analysis on contractor cost proposals and assist in developing recommended negotiation positions.Provide technical and administrative direction to subordinate, field staff and others, as assigned.Responsible for field construction operations.Monitors the activities of subcontractors to ensure compliance with specifications and schedules.Responsible for the implementation of corporate/project policies, procedures, and instructions within assigned operations.Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operation. Actively participates in scheduled safety meetings.Prepare and assess post award cost estimates.Perform technical analysis on contractor cost proposals.Basic Qualifications:Relevant Engineering degree or equivalent, from an accredited university, with at least 15 years of relevant experience.Minimum Qualifications:Proficiency in Microsoft office programsExcellent communication skills (both verbal and written).Experience in Writing scope of work, execution plan and reportsKnowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.Thorough knowledge of Bechtel?s Zero Accident Philosophy.Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.Thorough knowledge of the Bechtel Quality Policies.Must be able to complete a pre-employment drug screen and background check.Must be able to obtain and maintain a Saudi Visa.Preferred Qualifications:Prior work experience in execution center environment and demonstrated flexibility in work assignments.Expertise in manufacturing or industrial plan setting and constructionKnowledge of International Building code (IBC), and Saudi Building/Mechanical Code (SBC 201/501)Previous experience working in the Kingdom of Saudi Arabia or the Middle East.Experience in facilities handling explosives/propellantsExperience with an Electronic Document management system (ACONEX or similar)Shaping tomorrow togetherBechtel is one of the most respected global engineering, construction, and project management companies.
