Urgently required Contract EngineersThe contracts engineer shall be responsible for the bid evaluation and the contracts administration of the works, ensuring successful delivery of the project. He/She is responsible for ensuring high quality documentation is carried out on time and on or under budget. The contracts engineer will work under the guidance of the Contract Manager who is responsible for the all projects. Below are some of the key tasks that the incumbent will undertake;? Ensure correct procedures for the procurement of works as per MBL Procurement Guidelines? Draft tender documents, participate in the tendering process, bid evaluations and prepare bid evaluation reports with contracts award recommendations? Draft submissions to the relevant Contracts and Procurement Committee seeking approval for the award of the Contracts? Provide inputs in the drafting of the contract documents and organize the signing of the contracts for the works? Raise purchase orders for the projects on the MBL financial system ?? Monitor the overall financial and physical progress of awarded contract? Review requests for variation orders and make recommendations for the manager?s approval? Work along with the site supervision consultants and contractors for making recommendations on mitigation measures to prevent/minimize delays in contract implementation? Review and endorse the payments certificates received from the Contractors? Submit periodic reports on contracts progress, including recommendations for delivery performance improvements? Establish and maintain a database on monthly payments to the Contractors and review the cash flow projections? Draft letters related to Condition of Contract in order to address contractor?s issues / claims and time extension, variation orders, completion certificates etc? Attend procurement/ Contract related workshops/ discussions? Prepare contracts status reports for client/stake holder reporting? Assists the Quantity Surveyors in preparation of preliminary and final Engineer?s Estimates and Bills of Quantities? Actively engage in knowledge sharing and also improve one?s professional skills? During inspection of each site, monitor and collect appropriate field data to validate contractors? compliance to cross-cutting issues (gender, environment, sustainability, health and safety on site, etc.) as stipulated in the contract and detailed in the construction work programme.? Undertake any other duties as requested by the Contracts Manager
