SAUDI ARABIAN MILITARY INDUSTRIES (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA).Bechtel was contracted to provide Project Management/Construction Management (PM/CM) services to manage the design and construction of a Land Systems Industrial Complex (LSIC) for SAMI. As part of the Vision 2030, the Kingdom of Saudi Arabia aims to become self-sufficient in manufacturing military vehicles. In support of this goal, SAMI Land Systems (LS) are building the capabilities to manufacture vehicles locally, as well as developing Maintenance, Repair, Overhaul and Upgrade (MROU) facilities. Consequently, adequate infrastructure needs to be in place to create an efficient, reliable production system.One of the key stages of Land Systems manufacturing strategy is to build the new LSIC in Al Kharj (south of Riyadh city) with manufacturing and assembly facilities with a footprint of over 80,000m2 capable of producing heavy and Artillery vehicles. This facility will be designed and built over the next 3 years.We invite you to join our team for this interesting opportunity!This position is contingent upon contract award.SUMMARY:Performs general or discipline cost estimating, analysis, and control activities for project and/or proposal efforts.Performs historical data analysis and maintains historical databases.Supports estimate reporting and reviews.Executes simultaneous tasks within broadly defined parameters.JOB DIMENSIONS:A.Supervision Received?Reports to and receives technical and operational supervision from designated supervisory personnel.?During preparation of a project proposal, reports to the assigned Project Estimator on a day-to-day basis.B. Supervision Exercised?Provides technical direction to assigned personnel when delegated.C.Contacts?Maintains relationships with estimating and project personnel, particularly individual discipline sub-leaders.?Provides routine or well-defined data, at supervisor?s request, to external customers.ESSENTIAL JOB DUTIES:1.Performs quantity takeoffs for a discipline or commodity specialty using defined documents.Collects, reconciles, and verifies data for summary comparisons.2.Prepares portions of estimates by contacting project team and others, including vendors, to develop and apply unit rates and installation rates to quantity takeoffs and to otherwise develop quantities/work operations within a discipline or other specialty.3.Produces cost estimates using crew-based approach including formation of crews from multiple crafts.4.Prepares portions of estimates by estimating detail pricing for manual labor rates (capital cost estimates) and/or field office non-manual labor and other direct costs (ODC) in addition to home office labor and ODCs.5.Develops cost models for travel, relocation, automation and ODCs computations.6.Generates field indirect and distributable costs using detailed guidelines and/or standard templates.7.Provides input to estimate basis documentation capturing assumptions, rationale, scope inclusions and exclusions for specific contributions.8.Supports reporting efforts and estimate summary presentations for estimate reviews.9.Quantifies and spreads escalation based on project schedule and estimated costs.10.Calculates project cash flows and the corresponding time value of money as the cost of working capital and generates payment schedules.The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:1.Researches, develops and maintains costs, quantities, ratios and metrics of the historical cost databases.Inputs cost data into the historical cost databases.Files completed estimates with all relevant back-up documentation.2.Understands the data and various sources of data.Extracts non-standard data and formulates the data into a comparative format.3.Researches and collects data on commercial terms and conditions from identified sources.The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:1.Provides support for special estimating and other assignments, including post-Proposal support converting the estimate to a budget.JOB KNOWLEDGE:
Demonstrated intermediate understanding of Estimating core processes requiring minimal direction and supervision.
Knowledge of EPC estimating practices, methods/processes, and procedures in addition to the various estimate components, types and classifications.
Basic knowledge of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, and budgets.
Experience in performing quantity takeoffs, statistical analysis, and report writing.
Skill in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial records.
Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.) and with market pricing in area of specialization.
Basic knowledge of construction methods and construction practices.
Basic knowledge of financial report systems, Controller account codes and understanding of Controller Instructions that impact estimates.
Knowledge in the use of technology for executing work processes.Proficiency in basic Microsoft software applications (Word, Excel, Access) and basic knowledge of scheduling software (Primavera).
Ability to communicate effectively with others in a project team environment.The successful candidate will also meet some of the following desirable criteria:
Have previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects.
Have previous defense / military / security project experience.
Show knowledge of current industry and technical developments.
