IT Development & Delivery responsible of D&D department, both from strategic and tactical perspectives, in order ensure continual improvement, efficient and effective application of latest development policies, processes and tools to drive delivery of IT PCID demands and IT projects and ensure they meet a pre-defined successful criteria for an optimal customers? experience. responsibility covers leading the D&D department and associated stuff to assure high delivery quality of IT PCIDs and Special projects. Top strategical alignment with AD vendors and leading the team to ensure all AD processes are respected and security guidelines are followed as well as all Risks are highlighted and mitigated in the development process. D&D department head championing the activities of the department across IT & Software Innovation, technology and wider in Ooredoo.Core ResponsibilitiesYou will be responsible of the following: * approving all AD related decisions in D&D* Undertakes the overall development of the D&D strategy and the Annual Business plan development and leads their effective implementation* Produce regular project progress reports for internal teams, steering group and management stakeholders * Maintain and communicate the project Risks, Issues, Assumptions and Dependencies and support the communication of status changes with the team and wider stakeholders * Understanding the pipeline of demand and work with the vendors to plan the needed skillset of the resources* Playing a lead role in defining an effective communication strategy for the project, including communicating and consulting with key stakeholders. Accomplish D&D objectives and goals by: + Communicating job expectations; assigning tasks and responsibilities, planning, monitoring, and appraising job results+ Coaching, counselling, and developing the team+ Initiating, coordinating, and implementing tools, policies, and procedures. New staff recruitment and existing staff retention Employee orientation and training Maintaining a safe and secure work environment Developing personal growth opportunities Develops and manages the CAPEX and OPEX budget for the department Ensures the department achieves its deliverables within budget Holding the teams to the highest standards, project discipline and accountability Manage the overall operational, budgetary, and financial responsibilities and activities of the department. Plan and implement systems that perform the work and fulfill the mission and the goals of the department efficiently and effectively. Plan and allocate resources to effectively staff and accomplish the work to meet departmental productivity and quality goals. Communicate regularly with other IT DHs, the director and other designated contacts within the organization. Perform other duties and responsibilities, as assigned. Ensuring staff members follow company policies and procedures. Ensure employees are motivated and productive Set department policies and processes Ensure employees work productively and develop professionally Work with procurement and other departments within Ooredoo Oman to manage or renew the AD vendor and different 3PPs vendors in the area of development contracts. Inputs into the overall IT & Software Innovation strategy and ensures its alignment with OG strategies Supports the development of the overall Technology Strategy Participate to define and detail Ooredoo Oman Software Development lifecycle. Apply best practice in the software development aspects to achieve the highest quality and better time-to-market. Define the best software tools required for the development and implementations. Negotiating with internal and external stakeholders Creating a collaborative, innovative and efficient working culture Optimizing processes and team productivity Upholding morale and team performance in challenging circumstances Technically lead different D&D Technical Project Managers (TPM) to assure efficient and effective drive to IT PCIDs and Special projects delivery Leads the design, implementation and improvement of new development & delivery processes ensuring they are aligned to the development and demands needs of the business. Undertakes the overall Program management of projects in D&D ensuring they are delivered on time and within quality and budget standards Identify, initiate, inspire and promote development & delivery quality and new D&D researches and innovation in the area of IT and collaboration within the D&D department. Govern the full software Development Lifecycle (SDLC) process within Ooredoo Oman. Continuous improvement and apply the best practice for SDLC Setting timelines for deliverables. Maintaining project timeframes, budgeting estimates and status reports Managing resources for projects, such as tools, manpower resources. Define the best delivery methodology for the Ooredoo Oman projects, such as: waterfall, Agile or DevOps. Engage with the project?s key stakeholders, ensuring that each stakeholder understands what their contribution needs to be in a timely fashion and communicate how they will deliver their area of responsibility Remove any obstacles/conflict to meet the project?s timeline, scope and approved budget. Supervising project documentation Taking responsibility for project milestone delivery Defining and managing priorities against the available capacity of the resources. Initiating and supervising tendering of new PCIDs requirements with procurement and other departments within Ooredoo Oman. Approving different development payments related to tendered systems and services Facilitate and maintain relationships between Ooredoo Oman and vendors/partners, negotiating contracts, creating standards for the vendors, and finding the best available vendors. Meeting with suitable vendors to assess their products, inquire about their services, negotiate pricing, and communicate any product or service-related concerns. Conducting research on available vendors to determine which vendors offer the best pricing and product quality. Conducting interviews with new vendors and informing approved vendors of their responsibilities and obligations. Establishing standards by which to assess the performance of approved vendors. Evaluating current vendor management programs and identifying ways to improve them. Manage related SLA/KPI for the AD vendor. Maintain effectiveness and efficiency in the D&D area by defining, delivering, and supporting strategic plans for IT. Promote and maintain high quality by establishing and enforcing standards in all Development activities Ensure Ooredoo services continuity by ensuring a well-established and followed up development & Delivery service level agreement in the D&D area.Skills Required* Budgeting* Business planning* Strategy development* Department management* Vendor management* Excellent communications skills (English a must, Arabic a plus)* Strong leadership skills* Strong program management skills* Strong analytical and decision-making skills* Well organized and methodological mindset* Strong skills on handling many stakeholders.* Result and people oriented.The PersonYou should have a minimum of 10+ years expereince with 3+ years of relevant telecom operator or vendor experience, 7+ years of experience in IT Development, 5+ years in project management, 3+ years management experience, multiple IT systems and services expert, professional in Project Management, able to effectively train his/her work group and effectively lead work teams within the work group, able to give strong and effective presentations to general audiences and write convincing proposals and reports with
