  • Managing all QS?s and CE?s in his team.
  • Providing post-award Contract Management of ?Quantity Surveying and Cost Estimating? Services on all types of Contracts including engineering, construction, operation & maintenance activities and shall include but not be limited to the followings:
  • Analysis and trending of Contractor Manhour and Cost Reports.
  • Development of measures to show year on year improvement by the Third Party Contractor.
  • Review, verifying and challenging Third Party Contractor Cost Estimates.
  • Auditing, verifying and preparing the monthly progress valuations and final accounts based on SoR / Manhours against approved cost estimates and Contract Terms and Conditions including site visits to carry out site verifications and measurements.
  • Responsible for executing the first assessment of Star Rates.
  • Able to provide statistical verifications on average durations for standard performance for the Norms implementation if required.
  • Providing commercial / contractual site information in preparation of Variations to Contract and evaluating price escalations of materials.
  • Evaluating claims submitted by Third Party Contractors.
Qualifications and RequirementMinimum Academic Qualifications:?
  • Should possess one of the following or equivalent to the Company?s discretion:-
  • QS Degree or equivalent and would be an Associate of the Royal Institution of Chartered Surveyors, Australian Institute of Quantity Surveyors or equivalent with a minimum of 12 years of experience, of which at least 5 years must be in the Oil and Gas Industry.
  • Omani National with QS Degree and 8 years of experience as Quantity Surveyor, of which at least 5 years must be in the Oil and Gas industry and in a senior position.
  • QS Diploma or equivalent with a minimum of 12 years of experience, of which at least 5 years must be in the Oil and Gas industry and in a senior position.
Work Experience:
  • Has a broad range of engineering multi-discipline awareness required to understand quantity surveyors recordings and prepared cost estimates, preferably familiar with the Company / Shell Standards and Guidelines.
  • Ability to weave information from a complex picture into a logical framework.
  • Hands-on experience of Database Management and SAP.
  • Hands-on experience of dispute prevention strategies.
  • General knowledge on International and local construction practices.
  • Demonstrated skill in identifying, analyzing and providing solutions to cost and manhour estimation problems.
  • 8 years experience of working both Schedule of Rates and Manhour control contracts, and other forms of contracts both in the design office and site.
  • Sound understanding of the contracting environment and the competitive market as applicable in Oman.
  • Good communicator, presenter, networker and has good inter-personal skills. Excellent written and spoken English.
  • Minimum 3 years experience with activity or work sampling techniques and relevant statistic methods.
  • Highly knowledgeable in transferring knowledge of Quantity Surveying and Cost Estimating practices to Company QSs.
  • Must have a valid Omani Driving licence.
Personal
  • Energetic person who is self starting, takes initiatives, has a high degree of personal integrity, high standard of business ethics, good commercial acumen with adequate computer skills (familiar with Microsoft Word and Microsoft Excel as a minimum).
Accountabilities
  • Provide governance and QA assurance for the overall SAP Input and all QS / CE activities by his fellow Quantity Surveyors and Cost Estimators.
  • Ensure Third Party Contractors? progress measures (Manhours and Cost) and payments are correct.
  • Ensure that dealings with Third Party Contractors and Vendors during the engagement and subsequent relationships are fair, transparent and in accordance with business principle.
  • Ensure fair and equitable dealings especially with Omani Local Community Contractors (LCCs) from COMPANY concession areas.
  • Inputting progress and Final Account payments in Company SAP system that includes creating service entries and Technical Release.
  • Providing commercial / contractual awareness to Company Engineering, Operation, Maintenance, etc as & when required.
  • Coaching and developing their teams.
  • Assessing their team members productivity by carrying out performance assessments
  • Reports directly to Contract Manager and provides leave coverage to Contract Manager and other Lead Quantity Surveyors.
