Job Description

Overview**This position is physically located in Kuwait in support of LOGCAP**

  • Under the supervision of the Public Works Operations Manager monitors facility preventive and corrective maintenance and repair work orders. This position plays a critical role in managing resources to facilitate the accomplishment of Facility Operations and Maintenance (O&M) from work order initiation to completion for the LOGCAP V Program.
ResponsibilitiesThis position description is subject to change at any time as needed to meet the requirements of the program or company.
  • Works closely with the Public Works O&M Director to ensure the work order process is followed.
  • Ensures O&M shops maintain acceptable work order compliance required to perform under LCV and creates and briefs reports as needed.
  • Responsible for overseeing work reception functions:
    • Major functions managed include Work Order Reception
    • Service Order Reception and Preventative Maintenance (PM) Desk.
  • Ensures completed work orders are closed out in a timely manner in MAXIMO and General Fund Enterprise Business System (GFEBS)
    • Ensures consistency of data entry into MAXIMO and GFEBS.
    • Ensures labor hours and material costs are inputted into MAXIMO and GFEBS.
    • Incorporates contract modification requirements into the MAXIMO and GFEBS PM module.
  • Required to effectively manage the scheduling and performance of maintenance work orders, ensuring work orders are completed within budget, on schedule, and within scope.
  • Establishes processes and procedures for standardizing data entry and ensures they are followed and/or modified as necessary.
  • Screens subordinates work, corrects errors, and trains employees to minimize replication.
  • Ensures an accurate equipment inventory.
  • Garners feedback from field supervisors to ensure PM work is level loaded.
  • Generates and provides reports to supervisors for use in managing workload and ensuring work is completed and closed out.
  • As field conditions change, information is passed to the client so contract modifications can be initiated.
  • Ensures PMs are generated and distributed to appropriate work group for accomplishment.
  • Opens and/or closes PM, SO & SJO Work Orders.
  • Cancels work orders as required.
  • Trains work reception personnel in all aspects of work reception operations.
  • Actively participates in invoicing/billing reconciliation for work orders.
  • Receives, reviews, approves, and submits timecards and PTO requests.
  • Schedules workload to ensure efficient operations.
  • Completes time sheets daily and accurately.
  • Work also involves other duties as assigned, including compliance with the provisions of the Employee Handbook.
  • Work requires continual attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines.
  • Ensures existing facilities are properly allocated and maintained to meet Mission requirements and their conditions are properly documented in a timely manner.
  • Ensure technical documentation is properly reviewed and maintained and made available in a timely manner.
  • Update installation plans, facility plans, building history files, and street address listing.
  • Answers service calls as required and either complete the work alone or assign other public works personnel in work order or service call completion.
  • Ensure technical documents and reference materials are properly maintained and made available in a timely manner.
  • Maintaining detailed records of validity tests and upgrades performed.
  • Log maintenance tasks that were completed on what dates and when certain tasks should be performed again in the future.
  • Responsible for care, maintenance, and safeguarding of Government equipment, tools, property, and materials.
  • Create, track and update trouble tickets as necessary.
  • Performs other duties and assignments as required
Qualifications
  • Minimum Requirements:
    • High School Diploma or equivalent required, Bachelor?s Degree preferred.
    • Satisfactory completion of a military or recognized trade school or correspondence course (Electronics Technician) or have a minimum of 4 years apprenticeship or equivalent work experience.
    • Must be a U.S. National
    • Must have an Active Secret Clearance.
  • Proof of COVID-19 Vaccination:
    • To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.
  • Skills/Experience:
    • Minimum 4 years? experience in management or supervisory capacity.
    • Must be able to collect and analyze data and make recommendations on such things as mean time to failure on equipment.
    • Must be able to prepare analyses on all aspects of public works branch activities.
    • Must be very knowledgeable and highly proficient in Word, Excel and Power Point programs and be detail oriented.
  • Supervisory and Budgetary Responsibilities:
    • This position has direct supervisory responsibilities and serves as a coach and mentor for other positions in the given service line.
  • Material & Equipment Directly Used:
    • Personal computer, fax machine, fax modem and other standard office equipment.
  • Working Environment:
    • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Physical Activities:
    • Work will require lifting up to 50 lbs., stooping, climbing, prolonged standing, and prolonged sitting.
    • Employee use of personal protective equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices.
    • Must comply with OSHA, EPA, Fire and Safety Regulations and published company work rules.
