Job Description

To collaborate with engineering, operation and maintenance of Oil and Gas Onshore & Offshore Processing Facilities and participate in all Phases of Projects. Prepares, formulates and updates safety guidelines, procedures and rules for safe work practices. Hazard identification, risk assessment and quantification. Facilitation of Safety & Design Reviews and HAZOP Studies. Leading groups of Safety and Risk Engineers on large projects. Works as part of the Risk & Safety Engineering group to provide advice to Project Engineering personnel & Management on all aspects of risk reduction, mitigation and safety engineering matters. Support the development of company-wide process safety policies and safety-training programs and facilitate deployment of these policies and programs to the operating sites. He will develop innovative approaches to process safety to increase the ability of employees to recognize and manage risks and to integrate safety programs into operations. Continuous monitoring of Oil & Gas Processing facilities (Onshore/Offshore) to ensure the smooth and safe work practices. Ability to manage safety and risk engineering scope on large projects. Also, provides technical input associated with loss prevention, fire protection and safety engineering to the Project team during all Project phases. In addition, participating in the key safety sessions including SIL, HAZID, HAZOP, Quantitative Risk Assessment (QRA) Study, Building Risk Assessment (BRA) Study, Gas Dispersion (GD) Study, Gas & Fire Detection Study, Equipment Layout/Plot Plan Study and Computational Fluid Dynamic (CFD) Study etc.Understanding of Safety Case Regulations & legislative requirements, Occupational Safety & Health Act and Duty of Care responsibilities.Participates in the design review meetings both inside and out of Kingdom.Provides guidance on appropriate designs of the new facilities and systems.Provides specialist expertise in understanding and assessment of minor/major accidents, hazards and risks report to the management. Prepares comprehensive reports and analyze accidents and safety problems, determining root causes and recommends appropriate measures to prevent recurrence of such accidents.Ability to present the output and conclusions of safety studies to non-safety disciplines.Ability to interface with other disciplines and Contractors to implement safety rules and regulations. Also, specifies safety regulations to be observed by the contractors. Ensures the full compliance of company’s Permit to Work System at all operational sites.Authors and updates the Engineering Technical Practices on Safety topics.Regularly conducts site inspections and surveys and provides recommendations for Engineering controls.Fully familiar with relevant Engineering/Safety standards (OSHA, PSM 1910.119, AlChE, CCPS, IChemE, NFPA, API, ASME and or other International Standards, Procedures and Best Work Practices).Prepares comprehensive Statistics Report on Weekly/Monthly & Quarterly Basis related to process safety risk monitoring. In addition, maintain and update company-wide process safety scorecard.Support process safety audits at the operating sites, as required. Conducts annual safety audits and risks assessments for the insurance of the assets. Prepares safety programs for the elimination or control hazards at Operation sites. Develops and recommends safety-training programs, coordinates and participates in the implementation of the programs. Ability to present the output and conclusions of safety studies to non-safety disciplines. Develops and enhances QHSE awareness of the organization’s staff.
