Deputy Program Manager

Job Description

OverviewThe OMDAC-SWACA II Deputy Program Manager provides technical control, tracking and support of OMDAC-SWACA II Operations, Maintenance, Projects and current business operations. Oversees and directs Engineering and Maintenance. Maintains technical control and visibility on the entire OMDAC-SWACA project including issues, outages, maintenance and general mission support. Provides a conduit of constant information flow between the Countries / Sites and the Program Manager. Has responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications. Reports directly to the Program Manager. Program: OMDAC-SWACAResponsibilities

• Develops, implements and applies operations maintenance and management control procedures.
• Ensures that quality standards are applied to all levels of work and measured for effectiveness.
• Establishes policies and procedures for performance and control of contract related management functions and the management and supervision of technical support.
• Directs/monitors the development of project standard operating procedures.
• Ensures that maintenance, supply, operation of Government Communications-Electronic systems and other services are provided as required in support of the project.
• Serves as secondary liaison between company and Government for the Program, interfacing with Government contracting authorities, other agencies, technical representatives and managers.
• Takes action to minimize/correct discrepant conditions.
• Assign and Track Taskings and Projects throughout areas of responsibilities (AOR).
• Maintains Manning Reports
• Oversees and coordinates information and briefings including but not limited to Operations Brief, Command and Staff, etc.
• Tracks and Provides Relevant Reports on Outages, Hazcons and CCIRs as appropriate.
• Supports program in other matters as required.
• Performs additional duties as required.

Qualifications

• Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
  • Bachelor?s degree preferred
• Experience:
  • A minimum of 5-8 years general experience which provides a good basis of general knowledge of the principles of organization, management and administration.
  • Specific high level experience in Communications and Systems and Network Engineering
  • Training in Project Life Cycle and Cost Accounting
  • Strong troubleshooting skills.
  • Understanding of Theater Level Maintenance.
  • Ability to Lead and Manage large number of personnel.
  • Ability to Manage Numerous Tasks and Projects, implemented across large geographic distances.
  • Experience in planning personnel requirements, changing mission requirements, and military correspondence.
  • Knowledge and understanding of the Armys chain of command.
  • Specialized areas of experience include: communications operations and maintenance, logistics, maintenance, development of Rough Order of Magnitude (ROM) and proposals, implementation of contract modifications, interactions with Contracting Officer (KO) and Contracting Officer Representatives (COR).
  • Experience in SWA preferred
• Certifications:
  • PMP and Green Belt certifications preferred. Latest version of ITIL Certification is required.
• Other Requirements:
  • May be required to work an uncommon tour of duty including nights, weekends and holidays. Travel required to AOR supported by the program.
