Job Description

We are seeking to recruit on behalf of our client a COMPLIANCE SECTION HEAD on a long- term contract.PurposeThe Compliance Section Head is accountable for ensuring that the contract & procurement complies with approved Procurement Procedure and BOC governance requirements including strict implementation of procedures and policies. Promotes best practice and quality management.principles, implementation of integrity and continuous improvement arrangements in discharging corporate governance and management responsibilities to eliminate any risk for cost recovery.Duties/ResponsibilitiesDevelopment and maintenance of the Procurement Procedure and required guidelines.Contribute to the identification of opportunities for the continuous improvement of systems, processes, and practices to increase productivity and operational efficiency.Implement all relevant policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.ERP System implementation Coordinate the department for corporate functions in the reporting to BOC, including quarterly reporting to BOC and Partners and any other reporting to BOC based on the instant requirement.Provide and advise in relation to Contract & Procurement policies, procedures, and practices particularly in relation to issues of governance in Iraq.Guide and participate in the audit activities of contract/agreement/PO.Guide the buyer?s independent self-audit of their working files against the tendering procedures for all their concluded agreement/contract and PO assignments.Undertake risk management on tendering procedures and make assessment on the deviations and ensure Contract/Procurement staff comply with their obligations.Monitor and coordinate statutory and non-statutory reports and responses to BOC and Partners for their letters, which PSCM and User Departments are required and/or requested to furnish in a timely manner in regard to contract and procurement.Support and coordinate BOC and Partners? audit in receiving auditor?s notes and submission of required document and justifications.Support on communication between Internal Auditors and PSCM, ensuring timely delivery of responses and correctness of information disseminated to both parties.Provide advice to the proponent department on matters related to the tender documents and overall process.Provide advice as required on different types of tendering scenarios, as well as contract risks.Implement the policies and procedures governing each tender to ensure a complete and fair process.Update databases with tender and/or qualified contractor information to ensure accuracy and effective tracking of tenders.Assist in handling any claims arising and attempt to resolve these with the contractor and the proponent department to avoid escalation.Experience/Qualifications RequiredBachelor?s degree in engineering, Business Administration or LawMinimum of 9 years of contracting or procurement experience in the upstream Oil & Gas industry.Minimum of 2 years? experience as Team Leader.Knowledge of oilfield equipment and servicesKnowledge of standard concepts, practices, and procedures within contractsSAP System.Drafting of Tenders / Purchase orders / ContractsUnderstanding of legal terms and conditionsCommercial AcumenBusiness AcumenNegotiation skillsTeamwork
