Job Description

OverviewThe Chief Watch Officer II manages, monitors, and maintains situational awareness of all networks and systems under the responsibility of United States Army Regional Cyber Center-Southwest Asia (USARCC-SWA). The candidate will be responsible for accurate, timely reporting, and documenting Network and Enterprise service events including:? Outages? Service or Network Degradations? Critical and High Priority tickets? Authorized Service Interruptions (ASIs)? Situational Awareness Reports (SAR)? Commanders Critical Incident Requirements (CCIRs)The Chief Watch Officer II shall oversee the processing, sharing, and dissemination of information to and from USARCC-SWA and interact with senior level government leadership in person, telephonically, and electronically. The Watch Officer will analyze both automated and reported event information to provide senior leaders with understanding of the 5Ws and impact to real-time operations.The Chief Watch Officer II must possess technical expertise in both systems and network operations. The Watch Officer shall provide Enterprise level network performance and systems event management. The Watch Officer generates reports, provide trending analysis, prepares briefings and updates trouble tickets as required. Watch Officers shall serve as a facilitator between internal divisions and external organizations by coordinating troubleshooting efforts of service outages/degradations.Responsibilities

  • Manage, monitor and maintain situational awareness of all network and system outages and degradations under the responsibility of USARCC-SWA.
  • Single point of contact for reporting all outages, degradations, or disruptions in service within the SWA AOR.
  • Interact with senior level government personnel (internal and external), in person and telephonically to report network related operations.
  • Work closely with all internal RCC-SWA Divisions and external organizations during high impact/high visibility incidents to ensure an expedient service restoral.
  • Generate outage reports and update ITSM tickets as necessary.
  • Coordinate and track all ASIs occurring within SWA AOR, and conduct service impact analysis on Enterprise related ASIs.
  • Clearly document and manage requests and actions taken to support internal staff and external customers via a RCC-SWA Master Station Log (DA 1594).
  • Clearly document all activities that occur during the working shift that affects Network Operations; i.e. outages, Authorized Service Interruptions (ASI), HAZCONs, receipt of Tasking Orders and publish Network Tasking Orders.
  • Work closely with internal RCC-SWA Divisions and Network Operations Centers (NOC) to develop and sustain Common Operating Pictures (COP) for situational awareness and reporting.
Qualifications
  • Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • Bachelor?s Degree or equivalent experience preferably in Computer Science or MIS, or related field. One year of related academic study above the high school level may be substituted for one year of experience up to a maximum of a 4-year bachelors degree in a Software Engineering or Business Information Systems discipline for three years general experience.
    • This position requires candidates to adhere to DoD 8570.01-M. All candidates are required to maintain at least one (1) baseline certification. The authorized certifications for this job title are listed as follows:
  • IAT Level:
    • IAT II
  • Baseline:
    • CCNA Security, CySA+ **, GICSP, GSEC, Security+ CE, CND, SSCP
  • CE:
    • Not Required
  • Experience:
    • Ten (10) years of practical experience working in the telecommunications sector and familiarity with the DoD infrastructure.
    • Prior experience documenting and reporting for Network Operation Centers.
    • Candidate poses firm understanding of Command Communications Service Designator (CCSD) and Telecommunication Service orders (TSO) documentation.
    • Poses a firm understanding power delivery, interruption power supply (UPS) and ventilation/cooling of Technical Control Facility (TCF).
    • Poses a general understanding (theory) of network and system operations.
  • Supervisory/Budgetary Responsibilities:
    • Provides technical guidance, direction, and maintains overall responsibility of personnel assigned to their team.
    • Responsible for the administration, troubleshooting and maintenance activities of all personnel assigned to the team.
    • Establishes work schedules, maintains good order and discipline and ensures all personnel are properly trained to perform.
