OverviewThe Assistant Site Manager/Fuel Systems Technician (ASM) is responsible for meeting the Fuels Systems operation, maintenance and repair work requirements according to the performance work statement to include scheduling of personnel, work supervision and quality control. Responsible for efficient, safe performance of diesel ground fuels operations; diesel and aviation fuel receipt operations, to include quality control of diesel; maintain proper accountability of diesel and aviation fuel stock levels; account for and ensure proper operation and serviceability of all GFP, tanks, bladders, hoses, and fuel servicing equipment to support minimum-notice exercises and contingency operations to be supported by USG personnel as detailed in the performance work statement. Shall perform all fuel operations IAW AFI 23-201 Fuels Management, Commercial Fuel Servicing Trucks Checklist, T.O. 37-1-1 Fuel Storage and Dispensing System Inspection, andT.O.37A-1-101 Fuel Dispensing Equipment. Contractor shall utilize all applicable technical manuals, T.O., manufacturer?s specifications, locally developed checklists and best commercial practices when conducting all fuels operations tasks and inspections with no more than two (2) discrepancies noted during any records inspections.Shall operate fuels equipment and conduct fuel operations safely and efficiently to ensure fuel quality and inventory accuracy. Shall receive, issue and transfer fuel while maintaining integrity and quantity of product and send documentation to the COR. Shall provide diesel refueling for generators, light carts, heavy equipment and vehicles. Shall perform visual inspections of diesel receipts to ensure quality of product and mark all fuel lines and associated equipment. Shall accomplish inspections of vehicles and equipment, provide operator level maintenance for Fuels Management GFP, receive fuel and ensure all reports and records needed for such tasks are accurate and accomplished in accordance with the PWS. Ensure interior and exterior of surrounding fenced area facilities are clean, free from debris, pests and fire hazards. Responsible for proper utilization and safeguarding of all property provided for contractor use (e.g., to include government facilities, equipment and tools). Shall comply with all safety rules, regulations, and laws IAW current OSHSA, government, installation and local agency standards. Performs internal quality control checks and self-performance audits. Responsible for precise execution of company time reporting procedures and accurate completion of timesheet. Performs other duties as assigned.The ASM shall provide management support for the whole work scope of Warm Base Facilities Maintenance, Exercise/Operations Support and Real-World Deployment operating support services as well. The Site Manager (SM)/Assistant Site Manager (ASM) team plans, monitors and controls all project activities through the use of functional area-specific Standard Operating Procedures (SOPs) and ensures Quality and Safety requirements are met or exceeded. Services provided shall include inspections, preventive maintenance, corrosion control and system operational analysis for Real Property, Structural, Mechanical, Electrical, Utility, Fuel Systems and Building Control Systems for Warm Base Maintenance Services in order to provide full operational capability within 7 days? notice of an exercise at the base. If an exercise/operation is extended, the SM/ASM shall stand up operations to support MWR, billeting, custodial and DFAC services for inbound units. The ASM shall function as the SM in his/her absence and works with a Fuel Systems Technician to provide safe, efficient, accurate and environmentally responsible services and products.ResponsibilitiesMajor Responsibilities:
