Job Description

Overview***This position will be physically located in Kuwait in support of LOGCAP.***

  • Under supervision of the Billeting Supervisor, the Assistant Billeting Supervisor leads the Housing Office operations to meet the PWS, ASG-KU Housing Policy and SOP requirements providing billeting support to ASG-KU in absence of the Billeting Supervisor, including supervision of up to twenty-five employees in the mission of data inputs, conducting issue/clearance inspections of Billets, BA?s, Trailers and Living Tents to PCS, TCS, TDY and transient service members, DOD/DA civilians, and USG sponsored contractors. Provides courteous customer service and helps coordinate the maintenance and upkeep of living quarters, customers, and staff. Tracks and reports site housing activities.
ResponsibilitiesThis position description is subject to change at any time as needed to meet the requirements of the program or company.
  • Coordinate with the Unit Point of Contacts (POC?S), and Housing NCOIC and other tenant units for arrivals and departures of PCS, TCS, TDY, and R&R personnel during normal or after duty hours
  • Prioritizes assignments IAW AR 420-1 and ASG-KU Housing SOP based on the availability of billets and inspects assignment packets prepared for accuracy and completeness prior to performing data inputs.
  • Communicate via Military NIPR Enterprise Email with Military Housing POC?s and Housing NCOIC to receive billeting requests, military orders, and other unclassified information regarding reservations.
  • Reviews work in progress to ensure accurate results and assess quality of work, oversees the preparation of living quarters, and maintains positive key control for all billets.
  • Assists the Billeting Supervisor in the development, counseling, and training of shift employees and makes recommendations to work schedules to ensure adequate coverage to meet 24/7 housing operation.
  • Oversees the Desk Clerk Leads and Desk Clerks in the daily tasks which includes conducting Pre and Final Clearance of living quarters, preparations/reservations for all billets.
  • Provides answers to residents regarding maintenance services, pest control, laundry facilities, cable service, telephone service, fire safety and other housing-related queries.
  • Assists with and prepares for inspections and responds to Contracting Officer Representative (COR) and Housing NCOIC requests through the Supervisor and the Manager.
  • Assist the Billeting Supervisor in preparation and submission of the weekly SITREP, Slide and monthly report of 4.01 Workload and Monthly Key Inventory report.
  • Provides courteous customer service and helps coordinate the maintenance and upkeep of living quarters, customers, and staff.
  • Tracks and reports site housing activities.
  • Responsible for providing living quarters for PCS, TCS, TDY, or R&R Soldiers daily.
  • Exact knowledge of all employees and their responsibility for the housing office, and participate in the career development of employees.
  • Able to react to last minute changes in a timely manner.
  • Manage the day to day cleaning of billets which house the PCS, TCS, TDY, and R&R Soldiers.
  • Oversee the administrative processing and maintenance of Housing documents to reflect losses, gains or applicable changes of personnel and equipment.
  • Plans, develops, and directs logistical and coordination support for multiple and simultaneous billeting and furnishings support requirements.
  • Interfaces with designated government representatives (i.e. COR, ACO, ACC), Vectrus LC V Management, and other Vectrus Contractor elements to assure smooth operations and compliance with Government directives, standards, and needs.
  • Responds to all Quality/Safety non-compliance concerns/issues (i.e. Customer comments, ICARs, NCR?s) to quickly resolve findings, identify, and implement measures to prevent further occurrences.
  • Develops SOP?s, work instructions, and training plans that support contractual requirements.
  • Reviews and approves bi-monthly work schedules, subordinate work assignments, time cards, and initiates overtime forecasts requests as needed to meet mission requirements.
  • Responsible for Key control, property book, and GFE accountability of all equipment for the housing office.
  • When opening occur in the sections, request replacements through the Sr. Billeting Manager, and assists as necessary in the interviewing process and recruitment of potential candidates for employment to housing.
Qualifications
  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • High school graduate or equivalent
    • Ability to obtain host nation driver license.
    • Must be CAC Eligible and/or able to obtain a CAC
  • Proof of COVID-19 Vaccination:
    • To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered.   • Experience:
    • Minimum of 5 years of work-related experience in customer service, hotel/military housing management, housekeeping, or related experience
    • At least two years supervisory responsibility.
  • Skills:
    • Familiar with military rank structure, and US Army regulation and pamphlets.
    • Proficient in intermediate-level MS Office software applications such as Word, Excel, Access and Power Point. Flexible with excellent interpersonal skills.
    • Able to recognize and quickly resolve customer issues, and work independently with little or no supervision.
    • Handle multiple tasks at any given time.
    • Demonstrate strong leadership and influencing skills.
  • Supervisory Responsibilities:
    • Must have the ability to work effectively with all levels of employees, including top, middle and supervisory levels of management.
    • Requires a collaborative work style, fostering cooperation and teamwork.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in
    • the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 30 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for
    • some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies
