Position Summary AH-64D (Apache) Maintenance Test Flight Evaluator (ME/MTP) Maintenance Test Flight Evaluator (Senior SME3, Flight Duty 3): This is a flying position. The Maintenance Test Flight Evaluator trains and mentors KAF MTPs, performs other maintenance tasks during MTP Progressions, and evaluates KAF Maintenance Pilots. Trains and advises KAF on all aspects of AH-64D maintenance and logistics. The Maintenance Test Flight Evaluator shall be knowledgeable enough of the subject matter to answer student questions without referring to the instructor material. Essential Functions Statements

• Background: The Kuwait Armed Forces has purchased AH-64D Helicopters. The United States Army Aviation Center of Excellence (USA-ACE) no longer provides basic flight training, instructor pilot training or maintenance test pilot training in an AH-64D helicopter. Thus the KAF request advisors to assist in Standardization, gunnery, and maintenance test flight training. KAF requests Standardization, gunnery and maintenance test flight program assistance for twenty-four (24) months with the option to extend to thirty-six (36).
• Scope: The TAFT mission will focus on providing TAFT personnel who shall train, advise, assist, and support KAF in AH-64D training, helicopter gunnery and maintenance. The contractor shall ensure that each TAFT member provides 40 hours of AH-64D expert instruction per week. TAFT member performance during these 40 hours may require a combination of conducting formal or informal training, providing technical assistance or professional advice, mentorship, or supporting unit maintenance operations, etc. The contractor is responsible for an established student throughput in accordance with the training plan.
• Objectives: The AH-64D TAFT has three (3) primary objectives and one (1) secondary objective:
• Objective 1: Assist KAF to develop and implement AH-64D aircraft training course, with the objective of new pilots how to fly and operate the AH-64D. Improve the KAF RL Progression program, assist the KAF in improving the KAF Pilot in Command (PC) Program in making more proficient and confident PCs.
• Objective 2: Advise and assist the KAF on all aspects of AH-64D helicopter gunnery and tactical employment of AH-64D weapon systems. Assist the KAF in creating an AH-64D gunnery program.
• Objective 3: Assist and support KAF AH-64D maintenance test pilot training and with the development of an AH-64D maintenance test pilot training course.
• Objective 4 (secondary objective): Prepare and establish programs for the possible purchase or upgrade to the AH-64E.
• Training. The KAF is looking to improve and update the methods in which it progresses pilots from RL3 to RL1. The KAF is also looking to improve the way it creates Pilots in Command. There is no longer an AH-64D Instructor Pilot Course and Maintenance Test Pilot at USA-ACE, the KAF is looking for assistance and advice on how to create theses required positions internally. TAFT personnel will conduct both formal and informal training (both flight and academic) on AH-64D aircraft procedures, mission training tasks, tactical employment techniques, and weapons engagement procedures to build combat readiness within the KAF. The Contractor will conduct the informal training/mentorship normally performed by U.S. Army Instructor Pilots and Evaluators in U.S. Army AH-64D units. The Contractor Site Lead and Project Manager will propose various formal courses to be offered based on unit training needs. All formal courses will be pre-approved by either SATMO, KAF or both. Formal courses of instruction may include:
• Instructor Pilot Courses AH-64D Aircraft Training Course (ATC) Instructor Pilot (IP) Instruction (method of instruction or MOI) and progression, and AH-64D Helicopter Master Gunner Training.
• Maintenance Pilot Courses - AH-64D Maintenance Test Pilot (MTP) instruction and progression and mentorship on how to manage a maintenance program.
• Other pilot training -. May include over the water training and degraded visual environment training (DVE).
• Advising. TAFT members advise KAF personnel on all aspects of AH-64D training and tactical operations. TAFT members lend their experience and expertise to KAF to help develop effective aircraft training course, maintenance test pilot training and other collective training programs to include Standard Operating Procedures (SOP)..
• Assisting and Supporting. TAFT will assist and advise the KAF on the creation of an AH-64D aircraft training course with purpose of taking new pilots and teaching how to safely operate and use the AH-64D.
• TAFT Standardization Pilot should focus on training the trainer, e.g. training the KAF standardization and instructor pilots on how to properly instruct and train new AH-64D pilots.
• TAFT Maintenance Test Flight Evaluator (ME) should leverage already qualified KAF MTPs in instructing new MTP candidates and perform the duties of a MTP maintenance evaluator (MTP-ME).
• TAFT pilots are not replacements for the KAFs own Standardization Pilots (SPs), Instructor Pilots (IPs) and Maintenance Test Pilots (MTPs). All requests that imply TAFT members are replacements for KAFs SPs, IPs and MTPs shall be discussed in the Training Status Report.

Competency Statements

• Must be competent and experienced as an AH-64D (Apache) Maintenance Test Flight Evaluator (ME/MTP).

Supervisory Responsibility This role has no administrative supervisory responsibilities. This role does have aircraft Pilot-in-Command (PIC) and Instructor Pilot (IP) supervisory responsibilities. Work Environment This job operates in an administrative aviation, clerical, office, and Flight Line setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This job requires academic, flight line and ground instructor pilot duties and aviation flight. Physical Demands This is an active aviation flight role; aviation flight physical abilities are required. Position Type and Expected Hours of Work This is a full-time position. Hours and work shifts may change in accordance with department and business needs. The Contractor shall be responsible for providing services, between the hours of 09:00 and 17:00 Arabia Standard Time Zone (Military Time Zone: C, UTC +3) Sunday through Thursday, except Kuwait National holidays, and U.S. Federal holiday for July 4th, Thanksgiving, and Christmas, or when the KAF facility is closed due to local or national emergencies, administrative closings, or similar KAF directed facility closings. The Contractor Site Lead may adjust the duty day start and end times based on local requirements. The Contractor Site Lead shall designate an alternate duty location for non-holiday KAF facility closings. The Contractor at all times must maintain an adequate workforce for the uninterrupted performance of all tasks defined within the PWS when the Government facility is not closed for the above reasons.The Contractor shall provide no less 1,920 hours of labor for each deployed TAFT position per contract year; including authorized holidays.TAFT personnel are prohibited from participating in any combat or combat-related mission. TAFT personnel are also PROHIBITED from participating in any operational missions of any kind except as may be required in the conduct of on-the-job training in the operation and maintenance of equipment or supporting systems. All requests and/or participation in operational missions will be discussed with the COR prior to performing and the details shall be included in the contractors monthly reports to the COR.TAFT personnel are PROHIBITED from participating in any flying exhibition on KAF aircraft, unless providing instruction or training to a KAF pilot during such events. All requests and/or participation in flying exhibition will be discussed with the COR prior to performing and the details shall be included in the contractors monthly reports to the COR.Phase-In Period: The Contractor will be provided five (5) calendar weeks total for this base period of performance (PoP). The phase-in period will consist of twenty (20) days for personnel hiring and mission preparations, seven (7) days to conduct the Pre-Deployment Site Survey (PDSS) in Kuwait and eight (8) days to attend the FACT course at Fort Bragg, North Carolina.Foreign Area Counter Terrorism (FACT) Course (seven (7) calendar days within the Ramp-up / Phase -In Period). The Contractor shall report to Building C3832, Ardennes St location may be selected at the discretion of the COR. It is the Contractors responsibility to coordinate. With SATMO, Fort Bragg, NC to attend the FACT course after training development and immediately prior to deploying.Phase-Out Period: There will be a fourteen (14) business day phase out period; one (1) week in-country to close out TAFT operations by completing training, closing out leases/ life support arrangements, transferring equipment to the GoK, and preparing after action comments; and three (3) days for personnel to re-deploy to CONUS and present the After-Action Review report to USA-SATMO.Exempt Employees must have the ability to be on-call and available, as business needs require. Non-Exempt employees may be required to work over 40 hours per week with approval from the department manager. Facility Location:

• The work performed under t his contract will be primarily with the Apache Wing Unit (KAF), Ali Al Salem Air Base, Kuwait. Temporary work may be required at other locations in Kuwait to support training activities (aerial gunnery and overwater operations etc.). Pre-deployment and pos t-deployment performance shall be accomplished at CONUS locations.

Travel Travel requirements are: Generally, None. However, TDY by exception with COR Approval and Funding Required Education, Experience And Certificates Education: High School DiplomaExperience : AH-64D (Apache) Maintenance Test Flight Evaluator (ME/MTP) .

• Must be previously qualified as an AH-64D Maintenance Test Flight Evaluator.
• Must have a minimum of 300 AH-64D/E Maintenance Test Pilot flight hours
• Must have a minimum of 1500 total rotary wing flight experience.
• Must have 5 years prior experience as a Maintenance Test Pilot
• Preferred experience teaching MTP course at USA-ACE.
• Flight time and operational experience will be considered to meet experience stated above based on a records review by the GFR IAW DCMA INST 8210-1C.
• Aircraft Currency . Contractors AH-64D Instructor Pilots and Maintenance Test Pilot Maintenance Evaluator are required to have flown an AH-64D or E within 180 days prior to their arrival in Kuwait unless an exception is granted by the Contracting Officer. USG and KAF will not support refresher training for Contractor Pilots.
• Helicopter Underwater Egress Training (HUET). AH-64D Pilots deploying to Kuwait are required to have completed HUET (Dunker) and Helicopter Emergency Egress Devise qualification or currency within the previous 4 years prior to arrival in Kuwait or must complete HUET before overwater flights.
• At least one (1) TAFT pilot must have skills or experience required to conduct training on Aviation Mission Planning System (AMPS) planning, Aircraft Survivability Equipment (ASE) procedures..
• Must meet instructor qualification requirements IAW TR 350-10, TR 350-70.
• Contractors performing flight operations in the role of Rated Crewmember (Instructor Pilot, Instrument Flight Examiner, Standardization Instructor Pilot, Maintenance Test Pilot, Functional Check Pilot) or Non-Rated Crewmember (Flight Engineer Instructor, Flight Instructor, Crew Chief) shall adhere to minimum qualifications as prescribed by DCMA INST 8210.1C.
• Instrument Flight Examiners (IE), Standardization Instructor Pilots (SP), Instructor Pilots (IP), and Maintenance Evaluators (ME) designations apply only to contractor pilots (Army) contracted for the sole purpose of conducting aircraft qualification training and administration of the Aircrew Training Program (ATP). Contractor pilots in these designated positions shall meet all Army initial aircraft qualifications and recurrent training requirements per AR 95-1 and the applicable aircraft Digital Aircrew Training Module (dATM) (DCMA 8210.1C, para 4.3.4.3).
• All flying Contractor members must meet the qualification requirements of DCMA INST 8210.1C (AR 95-20) dated July 2017.
• All Contractors must be able to conduct effective classroom and non-classroom formal and informal training to KAF in their areas of expertise.
• Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all requirements associated with this PWS. They shall have a command of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the public.
• Anti-Terrorism Program for Contractor Personnel Traveling Overseas. US based contractor employees shall complete JS-US007-14 - Level I Antiterrorism Awareness Training Course prior to travelling to Kuwait. The training is available at: http://jko.jten.mil/courses/atl1/launch.html I AW PARC Policy Alert 14-33, Homeland Security Presidential Directive 12 (HSPD-12).
• OPSEC Training. Per AR 530-1, Operations Security, new contract employees shall complete Level I OPSEC training within 30 calendar days of their reporting for duty and annually thereafter.
• Theater Clearance: The Contractor will meet all requirements for travel to Kuwait listed in the Electronic Foreign Clearance Guide ( https://www.fcg.pentagon.mil/fcg.cfm ) for all TAFT and company personnel. The Contractor will request Theater Clearance via the Aircraft and Personnel Automated Clearance System (APACS), https://apacs.milcloud.mil/apacs/ . Travel Tracker/Individual Antiterrorism Plan (TT/IAP) is not required for US Army Personnel or US Army Contractors.

Certificates And Licenses:

• Qualified as an AH-64D Maintenance Test Flight Evaluator in the respective aircraft and have documented five years of experience as an Maintenance Test Pilot.
• AH-64D Maintenance Test Flight Evaluators must be qualified to perform aviation-training tasks IAW DCMA INST 8210.1C.
• Qualifications shall be made available to the COR upon request.
• Prior experience training or operating with Army Aviation (or Military Equivalent).
• FAA Commercial Pilot or Airline Transport Pilot Certificate.
• FAA Second Class flight physical required. Army Contractor pilots have the option of maintaining either an annual FAA Second Class Medical Certificate or an Army Class 2 FDME.
• Secret security clearance.

• Current Physical (within 12 months of deployment) including appropriate FAA Medical Certification, when required.
• HIV testing. Personnel shall be tested, and present proof of a negative HIV test result performed within six months of deployment.
• All immunizations required for U.S. personnel deploying to host nation must be complete, or current. Contractor is responsible for cost. • COVID/Other Pandemic Requirements. All contractor personnel must have received full COVID vaccination and provide vaccination documentation to the COR prior to FACT attendance. Personnel may be required to obtain a negative COVID test to be eligible OCONUS movement and employment. The Contractor is responsible for any COVID related costs.
• Employee must have all prescription medications and any required over-the-counter medications that may have limited in country or online availability in adequate supply to cover the planned duration of the SAT mission.

Work Authorization/Security Clearance Employee must be a US citizen.Employee must be able to hold and maintain a Secret (or higher) Clearance Level. Security Requirements: In the performance of this contract, All TAFT members are required to have SECRETsecurity clearances prior to deploying.
