Project Control ManagerLeading LSTK Multinational Contracting Company is looking for a trustworthy and proactive Project Control Manager with solid project management experience of 15+ years in the oil & gas LSTK-EPC projects. To handle newly awarded EPC Pipelines project in KSA (Saudi Aramco).Job Specific Knowledge:The Project Control Manager should have strong experience in Saudi Aramco LSTK projects, including extensive experience of more than 15 years in oil & gas pipeline projects. The Project Control Manager shall possess a strong technical background across a wide range of disciplines in both engineering and construction with sound commercial awareness.Well Experienced in handling Saudi Aramco Project & sound knowledge in Aramco standards, procedures, and documentation requirements. Excellent Project Management skills, time management, analytical, organizational, planning, and strong business acumen to ensure timely and adequate completion of all phases of the project.Excellent understanding of contracts and fully aware of scope control and change management procedures. Fully conversant with Company & Managerial Procedures, Procurement and Subcontracting.Roles & Responsibilities:Managing all project controls activities across the organizationDeveloping and coordinating regional policies and procedures for all of the project controls processesControl and enhance the Project Progress to meet Project milestone as plannedControl and develop the Project improvementTracking ,control and planning the Project resources and its deploymentBudget control and cost saving to optimizes conclusion to delivery the project with in allocated budget ,planned schedule with cost optimizationTrack Procuremnt Project supply deliverables on scheduleGuide and direct resolution of project difficulties and complex project control issues. Strong analytical skills required to review all project controls information and ensure accuracy as well as identify issues, concerns and potential mitigationsInteract with the Project Management team and Corporate management team and participate in regular project meetings. Gather information and prepare reports and presentations of information as needed on the projectIdentify and communicate design changes, scope changes and schedule slippages and potential impacts and participate in the identification of mitigations. Ensure trends of cost and schedule are identified, manage change management process and communicate and suggest corrective actionsCoordinate with cross functional team in project setting, ensure project controls team members are interfacing with engineering, procurement, contracts and construction on concepts and relationships to the scope of work and ensure adherence to safety and quality standardsOversees project baseline process for cost, schedule and progress and ensure all project systems are implemented according to process and company standards and proceduresEnsure full implementation of company processes and procedures as well as industry best practices with regards to project controls on the project following the company project stage gate processEstablish risk management protocol which includes identification, documentation, mitigation and tracking of potential risks on the project. In addition, determine potential cost and schedule/progress impacts of potential risks as they are identifiedEnsure the accuracy of reported progress percentage based on the rules of credit established within the project. Develop progress measurement process for required scopes of workEstablish and manage project schedule development, review and update processes and to ensure accuracy and alignment with the overall master schedule.Manage and ensure all project required reporting is pared and submitted as per approved reporting schedule for the project.Mentor and lead a large staff of project controls team members, ensure project is staffed appropriately, conduct regular staff performance reviews and manage any staffing issues that may ariseImplement and ensure cost control processes to report on estimates, expenditures, and cost commitments accuratelyPossess scope control and change management proven knowledge.Evaluate labor cost and hour and manpower requirements against budget constraints.Produce and maintain accurate project schedules and understand schedule resources loading.Manage complete financial cycle such as vendor purchase orders, client, cost proposals and invoices.Administer market budget and track and report project finances.Plan and execute systems, resources and staff to support project and market schedules.Maintain current internal client database records and document control systems.Coordinate with vendors, project manager and client to prepare business and technical project documentation.Conduct vendor and internal audits to review accuracy, quality and completeness of database records and documents.Prepare monthly reports and assemble data to consolidate.Create control budget and review and authenticate cost reports and change notices.Recommend training and professional development of project staff.Monitor functional staffing plans and support hiring of project personnel.Managing Project Controls resources in line with budgetPreparing guidelines, status reports, and presentations for ManagementReviewing contractual obligations and ensure that the project execution plan, work plan and deliverables are in accordance with requirementsEnsuring the project controls activities and deliverables meet the requirements of the projectEnsuring that planning, cost control and estimating procedures are adhered to, and that all corporate systems are set up and executed correctly to support the specific needs of the projectSupervising and coordinate work performed by the Project Controls TeamAssigning resources to project workCoordinating with accounting for invoicing to ClientsManaging and administrate the QMS related to Project ControlsEnsuring continual improvement of the Project Controls processes and proceduresEnsuring that lessons learned are captured and implementedAssigning team workload ensuring timescales are adhered toReporting, Analysis & Risk ManagementRegular reporting of progress updates and resource utilization to the business stakeholders in agreed formats.Active participation in Visual Management meetings for the reporting of task progress and priority.Maintaining and tracking team-related KPIs and preparing reports for the Management Team.Analysis of lessons learned and improvement actions.Excellent analytical skills including the ability to analyze, troubleshoot, process, change and improve design and equipmentDemonstrated ability with cost analysis, product design methods, interpersonal skills and the ability to integrate all these skills into a productive cost-effective design.Maintenance of actions, issues, and risk registers.Business Development Support.
