Position SummaryJubail is one of Bechtel?s most remarkable achievements?a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times?and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.The work location can be Jubail or Ras-Al-Khair.Major Responsibilities:
Prepares contract check plans and schedules, preliminary quantity man loading & cash flows and progress measurement guide for contracts.
Assist with project summary reports and pre-award contract analysis.
Monitor contractor performance, manpower, cash flow and interfaces.
Develops pricing levels, comparisons, etc. as required for each contract.
Assist/organize the Engineering Work Plan for the current/following year (e.g. from the approved Work Plan plus previously approved, detail contracts, durations, and cash flows by task/contract).
Any other tasks required by the department related to project controls.
Skills and Qualifications:Essential Technical:College/University Degree required in any Engineering discipline.
Minimum of five (5) years experience in Engineering and Construction Industry.
Knowledge of planning practices and procedures. Advanced working knowledge of Primavera P6 to plan, organize, review and develop complex EPC schedules. Proficient in CPM scheduling, resource loading and leveling.
Proficiency with PC operating systems, with proficiency in several basic software applications.Advanced knowledge of excel to produce well designed graphs, charts, and reports to communicate with key stakeholders.
Essential Behavioral:
Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
Skilled in oral and written communication.
Preferred Technical:
Knowledge of multiple discipline specific software applications currently used in Bechtel (PC Works or Primavera and Microsoft Office Applications, for example).
Proficiency with PC operating systems, with proficiency in several basic software applications.Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics

Prior experience overseeing multiple contractor planning engineers is preferred.
