Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Major Responsibilities:The Senior / Lead Electrical Engineer reviews and guides the Electrical design and documentation for Royal Commission (RC) projects that are part of the growth and expansion of the Ras-Al-Khair Industrial City (RIC) in the Eastern Province.ESSENTIAL JOB DUTIES:

• Undertakes the review of design consultant?s and main contractor?s design and drawing packages for major projects.
• Prepares innovative designs for the continuing expansion of electrical power distribution systems. Is able to utilize recognized software tools to perform Electrical engineering analysis and designs in traditional and BIM / digital design environments and coordinates with other disciplines and departments for Electrical packages.
• Provides an interface between RC Engineering and the other parties to resolve technical issues.Provides support to Construction Department and dispositions field changes by reviewing FCD?s and issuing DCN?s.
• Represents the Royal Commission, (the owner), to ensure the safety and quality standards of the project are met in Electrical work areas.
• Incorporates lessons learnt and best practices in standard engineering documents such as procedures, design guides, criteria and specifications.
• Is knowledgeable with third party standards, procedures and approval requirements and coordinates 3rd party interfaces.
• Coaches one or several individuals in technical areas associated with Electrical Engineering.

Skills and Qualifications:Essential Technical:

• University/College graduate with BS in Electrical Engineering.
• Minimum 10-12 (Grade 26) or 12-15 (Grade 27) years? experience in the hands on design and design supervision of electrical power systems, particularly LV and MV (400V to 34.5kV) power distribution systems.
• A strong design experience on large industrial, infrastructure and building services projects.
• Thorough knowledge of discipline engineering techniques, the design of engineered systems, design calculations, specifications and drawing requirements.
• Experienced in design of power distribution, emergency power systems, grounding, load tabulation and analysis techniques and indoor & outdoor lighting including street lighting design.
• Detailed understanding of a wide range of international industry or regulatory codes and standards and design criteria pertinent to the Electrical engineering discipline.

Preferred Technical:

• Professional/Chartered Engineer.
• Experience with Minerals Processing industries including one of more of the following: Aluminium (refining & smelting), Phosphate, Steel, Copper, Sulphur.
• Use of standard computer software applications such as ETAP or equivalents for power system studies.
• Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
• Basic experience and comprehension of HV (115kV to 230kV) equipment and designs.
• Detailed knowledge of IEC codes and standards.
• Significant experience with BIM / Digital Twin design processes.
• Detailed understanding of industry or regulatory codes and standards and design criteria pertinent to the I&C and Telecom engineering disciplines.
• Commercial awareness of how engineering decisions affect total installed costs, schedule, operations & maintenance and how design changes within the discipline impact other disciplines and functions.
• Proven team player across Engineering Department stakeholders and other internal and external project stakeholders.
• Experience in Kingdom of Saudi Arabia as well as at least two other international locations.
