It the biggest civil engineering project in modern times?and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Work Location: Ras Al KhairThis position is based in Ras-Al-Khair. You will be required to commute 90 KM on a daily basis (one direction) using the available transportation facility (shuttle bus service) or company provided vehicle.Major Responsibilities:The QS & Contract Administration Supervisor role is office based within the Engineering Department of the Royal Commission in Ras Al Khair, and:QS
Leads/coordinates the reviews of RFP/bid documents prepared by the Royal Commission?s AE design consultants.
Reviews/coordinates technical content and coordination of design for engineering errors and omissions
Reviews/coordinates the material take-off, bills of quantities and pay item descriptions in RFP documents and Design Change Proposals for accuracy and completeness.
Coordinates with Engineering Core Group disciplines for identification of scope errors, omissions and missing pay items.
Provides/coordinates package quality checks to reduce of bidder queries, design errors and omissions, missing pay items
Development and standardization of the Royal Commission method of measurement, including training and coaching for Design Consultants
Review/coordinate reviews of bid documents and contract change orders for completeness and accuracy
Ensure proper monitoring, management and close-out of design review comments during the design review process.
Provides QS team members with guidance and support and develops team performance metrics.
Contract Administration
Implement the Division Responsibilities Matrix which records the Project?s agreed assignment of various contract management tasks and the Standard Work Process Procedures applicable to Contract Administration.
Administers assigned technical contracts maintaining a continual review of progress and providing management with information regarding projected financial, schedule or technical difficulties.
Coordinates with other project staff on operational activities affecting contractual rights and obligations, contract performance, contract administration and other major matters.
Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
Represents Bechtel in contractual discussions of moderate complexity.
Administers information programs to ensure mutual understanding of contract terms and conditions.
Prepares periodic status reports for management.
Provides guidance and training and transfers knowledge to Saudi National engineers
Receives direction on from Manager of Engineering and functional support from Manager of Contracts
JOB KNOWLEDGE
Intermediate to expert knowledge of QS and contracting regulations, policies and practices.
Specialized courses or experience in QS, pricing, contract law, negotiations and accounting.
Experience in developing and recommending potential solutions to bills of quantities and contractual problems to management.
Skill in communicating effectively, both orally and in writing, with team and other project members.
Knowledge and understanding of the project functional groups and company policies, procedures and work practices.
Essential Technical:
University degree in Quantity Surveying, Engineering, Construction Management or other related discipline
Minimum fifteen (15) years of progressively responsible experience in construction industry with:1) at least ten (10) years? experience as a Quantity Surveyor, and 2) at least ten (10) years of contract formation and administration experience
Relevant experience on infrastructure based projects, such as site preparation, site development and highways as well as buildings projects
Expertise in standard methods of measurement and quantity take-offs
Familiar with different BOQ Work Breakdown Structures and Pay Items
Knowledge in the formation and administration of construction, technical and O&M contracts relative to law, negotiating and cost engineering

Preferred Technical:
MSc in Quantity Surveying
Professional Engineer (P.E.) or Professional Membership (MRICS, MCIOB, AACE)
Knowledgeable in various construction disciplines ? civil, structural, electrical, mechanical, telecommunications
Familiar with CSI Masterformat Work Breakdown Structure and Composite Pay Items
Estimating experience, claims experience, and contracts experience (formation through close-out)
Field experience on construction projects with diverse, multi-cultural personnel
Working knowledge of AutoCAD and standard Microsoft Office software applications
Previous experience in supervisory role and/or coaching a team
Previous experience with Bechtel and / or Middle East desirable
Previous experience in teaming arrangements with clients desirable
