It the biggest civil engineering project in modern times?and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Work Location: Ras Al KhairMajor Responsibilities:The Project Engineer is responsible for supporting the Area Engineering Manager to monitor and coordinate the design process for allProcure & Construct (PC) as well as Engineer-Procure-Construct (EPC) Contracts. The work will require close coordination and direct interfacing with Construction staff, Design Consultant staff and Contractor?s design team.Supervises the engineering activity (all disciplines) on a project, or designated portions of a project, for a global business unit.Plans and directs engineering assignments on the project.Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.ESSENTIAL JOB DUTIES:

  • Ownership of complete Industrial technical coordination with all internal (Royal Commission-IID, Roads, PMD, UPD, EPCD, Construction, ISSD, GUD, ?) and external (Saudi Aramco, Saudi Rail, Marafiq, SECO,?) stakeholders.
  • Management RC IID/Engineering DNs process; review, coordination and processing of all industrial zone technical activities including concept designs, detail designs, LAR (Land Allocation Request) and EP (Encroachment Permit).
  • Industrial coordination of Pipeline Corridor (PLC) work, for Conveyers and Pipelines (Fuel, Feedstock, Industrial Gases); supervision of Space allocation (ROW), design package reviews and Cold and Hot work permits.
  • Handling of complete Site Allocation Request (SAR) process from Engineering Department for the Technical Affairs from Gate 1 till the Steering committee Approval.
  • Supervision of Engineering Industrial Coordination for Saudi Aramco LUP (Land Utilization Permits),Extra-net, Marafiq?s UAR (Utilities Allocation Request), etc.
  • Take ownership of all allocated design contracts to develop Task Releases to local engineering firms (A/E?s).
  • Prepare scope and design cost estimate for all allocated Task Releases.
  • Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines.
  • Liaise with Construction counterparts to ensure resolution of design and construction issues including site visits to construction sites.
  • Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
  • Participate in monthly area review meetings to report on project performance and resolution of engineering issues.
  • Submit timely and accurate data to project controls for weekly and bi-weekly reports.
  • Monitor the timely completion and response of Technical Queries (RFI, FCD)
  • Raise trends and submit to project controls and prepare Design Change Notices.
  • Review and ensure quality of A/E submittals.
  • Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Skills and Qualifications:Essential Technical:
  • University degree in Civil,Mechanical orIndustrial Engineering
  • Minimum of 8 to 10 years of experience in design and experience in the analysis and design of utilities and infrastructure work, coordination of multi-discipline designs and teams and experience in field construction interfacing with heavy industrial plants, petrochemical plants or refineries.Proven technical infrastructure design experience of roadways, utility systems, grading and drainage improvements.
  • Knowledge of industrial infrastructure development and utilities.
  • Understand and adapt industry standard design procedures and be able to explain and communicate them with clarity in both written and verbal form.
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
  • Proficient knowledge of project engineering processes and procedures.

Preferred Technical:
  • Knowledge of Engineering software applications as related to the design of civil infrastructure and buildings including, but not limited to:Autodesk suite of CAD and analysis tools.
  • Execution planning / financial management / planning and organizing.
  • Demonstrated experience with preparation of engineering fee proposals and engineering design contracts.
  • Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
  • Familiar with industry standards and codes.
  • Sufficient knowledge of computers to monitor schedule of work and track completion of outstanding design issues.
PreferredBehavioral:
  • Experience managing an integrated engineering design team on complex site development projects.
  • Successful implementation of mentoring programs for young engineers.
  • Multi-tasking co-ordination skill while executing complex and challenging project /program execution, proposals.
