To act as the site competent person for HSSE, provide general HSSE support and counsel.
Assist in implement APQ HSSE philosophy & management while infusing Local Saudi best practices into APQ policies & standards.
To provide guidance, expertise, and technical support to operations management and employee led safety and environmental committees in the identification, measurement and control of HSSE risks.
To analyze and understand plant operations, determining their impact on process safety, employee safety, health and the environment, and work with plant personnel to develop and comply with HSSE policies and procedures.
To develop, implement, train & coordinate, counsel and enforce HSSE policies and procedures consistent with APQ Company requirements.
˙˙˙PRINCIPAL ACCOUNTABILITIES
Ensure company?s Health, Safety, Security & Environmental policies are implemented consistently across the organization. Remain current with legislative, best practice information and any changes that may impact HSSE compliance.
Conduct internal HSSE Assessment and HSSE Assurance Audit in accordance with APQ HSSE assurance processes. Report on assurance performance to line manager on regular basis.
Design and execute HSSE campaign(s) to enhance culture and raise awareness.
Collect, and analyze HSSE Performance data on weekly basis for completeness, accuracy, and remediation.
Maintain company legal compliance register and update regularly.
Perform site safety assessments and validate safety process adherence (Basic Safety Process/Top 20 Life Safety Systems).
Perform Health Hazard Assessments, sound level surveys, Ergonomic assessments, EWE.
Ensure yearly medical check-up and fit to duty certificate are executed as per legal and APQ requirements.
Engage in emergency planning and make sure that all emergencies likely to occur at APQ facilities have been identified, documented and an effective emergency plan detailing responsiveness has been developed, implemented and regularly tested & evaluated. Ensure necessary training requirements for staff relevant to specific emergency plans has been completed.
Act as safety officer for site emergency response team.
Inspect facilities, machinery, and safety equipment to evaluate the effectiveness of the HSSE systems and procedures, identify potential hazards, and make recommendations to eliminate, isolate or minimize exposure to such hazards and agreed controls have been actioned and remain in place.
Lead and participate in incidents investigation, to determine root causes, and develop preventative measures to prevent recurrence as soon as possible after the event is reported.˙
Identify good practices and lead continuous improvement initiatives to reduce/eliminate worker risks, raise awareness and improve safe work practices.˙
Lead the development of staff and contractors training need analysis (TNA), and yearly HSSE training calendar. Ensure training are conducted as planned.
Provide technical advice, coaching, guidance and mentoring to employees on HSSE initiatives and necessary changes.
Monitor contractor HSSE management program implementation and correct any deviation with zero tolerance.
Participate in meetings held by government departments which are responsible for the supervision of safety, environmental and fire protection, public security, implementing and executing relative requirements within APQ.
Assist in the certification and mandatory regular inspection of special equipment, lightning protection and grounding, toxic and flammable gas detection.
Participating in the major turnarounds & project activities of company facilities, ensuring the safety during this process
Coordinate employee safety committee meetings & programs and actively encourage employee participation and accountability in safety management programs.
