Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.The position will require working from Jubail or Ras-Al-Khair.Major Responsibilities:Location: Jubail and Ras Al Khair

• Assist in the development, implementation and coordination of Environmental, Safety and Health programs.
• Review contractors written ES&H programs for realistic acceptability based on the work performed under each contract.
• May direct and provide guidance to safety personnel and support their development to maximum potential for advanced manning requirement. Maintain current knowledge of all applicable S.A.G. standards and regulations.
• Review daily reports and assessments of contractors? operations to ensure compliance with the Royal Commission and Saudi-Arabian Bechtel standards.
• Maintain working relationship with Construction, Engineering and Project management, client and Industrial Security Department.
• Assures that ES&H requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents
• Applies Bechtels ES&H Management System and standards (core processes) to achieve, maintain, and continuously improve program execution and compliance with ES&H requirements
• Conduct serious incident investigations, analyze causes and formulate recommendations for positive remedial action.
• Participates in the update and development of ES&H guidelines and procedures (ES&H Manual)
• Conduct regular field assessments to verify Contractor?s compliance with ES&H requirements and implementation of safe work practices.Assist Contractors in the identification and management of interfaces.
• Participates with ES&H Manager in the development of strategies for incident prevention.
• Participates as assigned in bid evaluations, assist in proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
• Provides technical support for site assessment, and project risk assessments.
• Participates as subject matter expert in ES&H Committee / Zero Accident Team supporting and advising Project Construction staff on areas of concern.
• Participates in the development and update of ES&H emergency plans including pandemic preparedness.
• Participates in senior management audits with Construction and other Project staff.
• Attends Bi-weekly meetings to support to Area Construction Managers and Resident Engineers and provide advice on incident trends, predictive metrics and engagement programs
• Attend and actively participate in Construction meetings
• Support the project in the management and execution of 6 sigma initiatives assigned by E&H Manager
• May participate in performance assessment and compensation planning for direct reports.
• Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs.
• Prepares technical and regulatory reports and researches issues to support ES&H program execution
• Provides coaching and mentoring to other team members with less experience and during the on-boarding process.

Skills and Qualifications:Essential Technical:

• College/University degree in a subject relevant to engineering, construction or safety from an accredited college or university with minimum 10-15 years? experience in construction industry.
• Bechtel experience preferred.
• Requires initial level of supervisory skills, commensurate with supervisory level responsibility.
• Requires demonstrated skill in using independent judgment to make decisions affecting the ES&H department as well as interface departments.
• Supervisory experience preferred.
• Have proven experience in the planning, monitoring and review of safe systems of work, risk assessments and control systems such as permit to work processes.
• Requires experience in construction projects within the MENA region.
• Experience working with contractors as part of construction managed, delivery partner or Joint Venture projects.
• Ability to lead incident investigations as required to identify causal factors, root causes and corrective and preventative actions.
• Ability to lead management system audits consistent to ISO 14001, 45001 OHSAS 18001.

Preferred Technical:

• Experience in management of construction managed projects within the Kingdom of Saudi Arabia, specifically with the Royal Commission for Jubail
• NEBOSH Diploma / Chartered Membership of IOSH or other recognized certification scheme preferred (or similar internal recognized ESH certification).
• Implementation and maintenance of the project ESH Management System in line with ISO 14001, OHSAS 18001 / ISO45001.
• Lead Auditor Certification in one or all ISO standards
• Knowledge of safety procedures, engineering systems, principles, and methodologies.
• Knowledge of national and international safety laws/regulations and regulatory agencies? processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
• Knowledge of engineering and construction systems, methods, and work processes.
• Knowledge of construction planning, estimating, procedures, and execution.
• Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
• Experience in safety inspections/assessments during construction.
• Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as Craft Based Leadership, People Based Safety (behavioral safety) processes and procedures.

• Able to communicate effectively when delivering presentations to diverse groups from senior managers to workers
• in the field, cognizant of the different learning abilities to ensure key messages are effectively received.
• Support use of innovation as part of overall problem solving, candidate should ideally be a Six Sigma Black Belt
• Skilled in working with and communicating effectively orally and in writing regarding all commercial matters
• Experience in managing and/or providing technical oversight of safety personnel from contractors or subcontractors
• Must be able to demonstrate experience of implementing all aspects of Construction ESH Management.
• Must be able to demonstrate excellent communication and interpersonal skills to explain ESH related work processes and standards to all levels of the organization.
