Position SummaryJubail is one of Bechtel?s most remarkable achievements?a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times?and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Major Responsibilities:The candidate will be responsible, on behalf of the Royal Commission (client), for reviewing the basic design, providing guidance, checking and ensuring Engineering Quality Design of Independent Engineering Firms that are carrying out the detailed engineering design of the site preparation and site development.The responsibilities also include providing the assurance that the Royal Commission technical requirements are respected in the design and that the optimum designs are achieved.The candidate may represent the RC in technical meetings, Value Engineering analysis and is also expected to provide some limited technical support during the construction phase.
Administration of contracts for site development prepared by A/Es.
Perform civil site engineering reviews and coordinate reviews by other disciplines and departments for site development packages.
Prepare design guidelines for neighborhood centers.
Review site development designs for compound and commercial lots developed by private investors.
Utilize computer codes to perform site development analysis and designs.
Review, update and prepare revisions to Guideline Specifications related to site development.
Skills and Qualifications:Essential Technical:
University / College graduate with BS in Civil / Structural Engineering.
Minimum 2 years experience in design related work on large industrial and infrastructure projects.
Essential Behavioral:
Must be able to demonstrate excellent communication and interpersonal skills.
Ability to work in an integrated customer/Bechtel delivery team.
Preferred Technical:
Some design experience is required in planning and site development including design of roads, storm drainage and other utilities.
Basic knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
Familiar with the practices and procedures of International Design Codes and Standards.
Basic Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D), CAE and relevant Standard Computer Applications to perform the work.
Basic knowledge in computer codes related to site development design
Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline.
