It the biggest civil engineering project in modern times?and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.Work Location: JubailMajor Responsibilities:

  • Support the development of business continuity management plans for recovery decision making and communications, continuity of critical departmental processes, or temporary shut-down of non-critical departments to ensure continuity of operation and governance.
  • Lead in executing on the Company?s Business Continuity Planning policy, including interfacing with various departments to ensure timely and thorough completion of their Business Continuity Plans.
  • Review existing disaster recovery, crisis management, or business continuity plans and identify areas of improvement.
  • Identify opportunities for strategic improvement or mitigation of business interruption and other risks caused by business, regulatory, or industry-specific change initiatives.
  • Create and deliver training and awareness presentations or materials.
  • Work with the Information Technology Department in developing and executing an annual Data Recovery Exercise.
  • Support the Crisis Management Team by managing a training, and exercise program to ensure the Royal Commission in Jubail can quickly and efficiently respond to unplanned business disruption across the organization.
  • Fulfill the role of Crisis Manager during a declared crisis.
  • Support Business Risk Assessment and Impact Analysis across all sectors and departments.
  • Assist as needed with Crisis Management Team (CMT) activities and annual CMT training and exercises.
  • Engages in continuous learning and development that enhances individual performance and organization capabilities. Attends appropriate crisis management related training forums in furtherance of refining the organization?s response to real world crises. Further, proactively educates junior specialists and others throughout the organization.
  • Coaches and provides expertise, and may oversee the work of other professionals and support staff in the crisis management discipline.
Skills and Qualifications:Essential Technical:
  • Master?s degree.
  • Experience should be a minimum of 12 years professional in a Business Continuity Management / Business Resilience related role within a Local Government environment.
  • Extensive knowledge of Business Continuity Management to ISO 22301 standard.
  • Solid understanding Risk Management, Crisis Management, Disaster Recovery, Technology Resilience and Supplier/Vendor Management.
Essential Behavioral:
  • Skill in oral and written communication. Fluency in English Language mandatory.
  • Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of quality, creativity, innovation and empowerment.
  • Capable of dealing and interacting with challenging people and situations.
  • Emotionally mature and intelligent, patient and tolerant with ability to train, coach and develop leadership teams, direct reports, peers and colleagues.
  • Able to work in a culturally diverse environment.
Preferred Technical:
  • Fluency in Arabic Language, preferable but not essential.
  • Knowledge of: industry/ regulatory codes and standards;
  • Knowledge of Kingdom of Saudi Arabia High Commission for Industrial Security (HCIS) Codes, Regulations and Standards.
  • Desirable industry certifications (Risk/Business Continuity Management).
  • Experience in Planning and Program Management.
PreferredBehavioral:
  • 2-years minimum experience working in KSA or Middle East, preferable.
  • Successful implementation of mentoring programs for young career minded professional.
  • Multi-tasking co-ordination skill while executing complex and challenging project /program execution.
  • Hands-on approach, solution and delivery oriented.
  • Meticulous attention to detail. Responsible with particular emphasis on quality and duty of care.
