They are what we believe, what customers can expect, and how we deliver.Position SummaryJubail is one of Bechtel?s most remarkable achievements?a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times?and its getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or ?owner?s representative? for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel?s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.The work location can be Jubail or Ras-Al-Khair.Major Responsibilities:This position is seconded to Royal Commission Urban Planning department.Regular duties include:

  • Review project documents at each design phase for compliance with code and standards, design solutions, and technical soundness.
  • Assist in implementation of new processes.
  • Assist in strengthening team understanding of sustainable design and construction practices and philosophies.
  • Review and recommend solutions for on-site construction issues.
  • Update standard technical specifications and details.
  • Perform site visits and document findings.
  • In-house design assignments are possible.
  • Represent the client in technical meetings and Value Engineering analysis.
  • Review and approve Technical Submittal, Technical Query, Field Change Document, Design Change Notice, Initial and Final Inspection, shop drawings, as-built drawings and design packages drawings.
  • Organize lead knowledge transfer meeting for architects.
  • Provide technical assistance and coordination with other discipline engineers.
  • Working alongside the owner?s engineers, whilst providing a high level of technical expertise to oversee and review the project designs.
  • Ensure quality and accuracy for all the engineering design activities, system integration, and design selection performed by A/E firms and EPC Contractors.
  • Provide the required technical guidance to develop new specifications and update existing specifications in line with Customer requirements.
  • Influence Facilities and Equipment design optimization.
  • Participate in vendor prequalification, bid evaluation, and performance evaluation.
  • Other related tasks as assigned.
Skills and Qualifications:Essential Technical:
  • Bachelor or Master of Architecture from an accredited institution.
  • 3 or more years of experience related experience.
  • Technical knowledge of a specialized engineering discipline in one or more of the following: cost, scheduling, code compliance, BIM, and/or LEED relating to the design of industrial or commercial complexes.
  • Working knowledge of industry standard codes including International Building Codes.
  • Technical knowledge of architectural concepts, techniques, materials, and construction methods.
Essential Behavioral:

  • Ability to explain new work processes and technologies to all levels of the organization.
  • Demonstrate leadership in a team-based environment.
  • ?Ability to balance work requirements from multiple competing task assignments.
Preferred Technical:
  • Some experience in reviewing architectural design packages, reviewing and approving shop drawings and technical submittals, responding to technical queries.
  • Knowledge of architectural finishes with public view, detailing, both architecture and construction materials selection, building structure systems, interdisciplinary coordination and construction processes on buildings with a high degree of complexity and high quality finishes.
  • Capable of reading and understanding design drawings, vendor design packages, specifications and applying industry standard best practice on construction projects.
  • Understanding of interfacing discipline requirements including civil, structural, electrical, and mechanical construction.
  • Computer literate in Microsoft Office applications including Word, Excel, PowerPoint, Outlook.
  • Registered/ with Saudi Council of Engineers.

  • Self-motivated individual with good leadership and interpersonal skills and experience, with the ability to influence.
  • Ability to work within an integrated Royal Commission/Bechtel team at multiple levels from working level to Project Manager level.
