Senior Project Engineer - Design NoticePOSITION SUMMARY:The candidate will be working in the Project Delivery group, reporting to the overall Design Notice Project Manager, at the Jazan Integrated Gasification and Combined Cycle (IGCC) facility located in the Jazan Economic City (JEC) in the southwest portion of Kingdom of Saudi Arabia.Project Delivery coordinates with and supports all functions to achieve a common goal of safe, reliable, and efficient commissioning, start up, and operations of the IGCC facility.Project Delivery requires the execution of projects in a SIMOPS working environment within an operating plant, adjacent to units under construction and in some cases under commissioning and start up.JIGPC is Jazan Integrated Gasification & Power Company; a joint venture between Air Products, Air Products Qudra, ACWA Power, and Saudi Aramco established to acquire, commission, start up, and operate the IGCC gasification and power facility at Jazan Economic City.A ?Design Notice? is a contractually significant term (in terms of the acquisition process) with prescriptive time and prior knowledge limitations.The successful candidate will:

• Manage investigations of design deficiencies, construction quality issues, and facility integration issues that may impact JIGPC achieving efficient and predictable commissioning, start-up, and long-term reliable operations
• Lead teams tasked with preparations of robust, logical, and comprehensive Design Notices (Change Orders), including issue identification, justification, mitigation plan, initial cost estimate, and initial schedule estimate.
• Serve as a JIGPC focal point to Saudi Aramco for the submitted Design Notice and lead the collaboration and resolution efforts
• Transfer and assist with the Stage Gate, FEL (Front-End-Loading, Detailed Engineering, Sanction Grade Estimate Development, etc.) approval structure, converting deficiencies into approved projects, including following the CAPEX approval process
• Demonstrate knowledge of and familiarity with Saudi Aramco Engineering Standards, Procedures, Best Practices and Inspection Procedures (SAES, SAEP, SABP and SAIP) and Materials Systems Specifications (SAMSS)
• Demonstrate strong English Technical Writing skills appropriate to the Design Notice task ? understanding of the issues driving the Design Notice decision making processes; ability to put together a succinct but comprehensive case with strong reliance on incontrovertible objective standards; ability to efficiently and effectively present analytical data backing the case for the Design Notice.
• Ensure adequate and effective communication within and across the project team, internal stakeholders, and Saudi Aramco
• Ensure technical and execution risks are identified and managed
• Establish and maintain relationships with senior management, operations, engineering, and Saudi Aramco personnel to achieve success
• Ensure progress status is transparent and accurately reported out on a periodic basis

• Maintain a safe work environment supporting corporate and organizational safety goals
• All phases of Design Notice preparation, resolution with the Client, commercial agreement, and initial project development
• Contract, change, and claims management
• Leveraging internal and external technical experts to justify positions and develop solutions into projects
• Develop scope, estimates, schedules, and strategies for funding approval and execution in operating plants
• Follow detailed work and safety processes and ensuring compliance by team members
• Ensuring the deliverables to the Client are professional in nature and meet strict quality requirements
• Manage change on the project by assessing the impact, developing a resolution plan, and taking action to minimize impact
