The HOF will assume the leadership role in the Finance, Accounting and Compliance functions during the start-up project stage and once commercial business operations commence, for the Business Unit in Jazan.Responsibilities:? Design, develop and implement local control processes and flows.? Ensure compliance and carry out continuous improvements.? Monitor all key cost items and identify and suggest cost saving methods.? Supervise and manage the day-to-day Finance operations in the start-up project stage.? Set-up the Billing, Treasury, Credit Control, Financial & Management accounting, tax/insurance matters, risk management and statutory/regulatory compliance for the Business Unit.? Once commercial business operations commence, supervise, and manage the day-to-day Billing, Treasury, Credit Control, Financial & Management accounting, tax/insurance matters, risk management and statutory/regulatory compliance for the Business Unit.? Oversee the monthly closing process, review all applicable reports and ensure on time submission.? Oversees the company?s financial control, budgetary process and investment returns to be aligned with the company?s objectives.? In charge of quarterly and annual budget review process and materials.? Sets plans and policies covering accounting practices and relationships with lending institutions, shareholders and the financial community.? Evaluates and advises on all investment opportunities including financial risks in relation to company?s business development, expansion and financing projects.? Select and recruit the Finance Team for the Business Unit and provide or develop necessary training programs for Finance team.? Stimulate in-dept communication and develop close working relationship with other departments for the objective of most cost effective and most efficient way of business operation.? Obtain a comprehensive understanding of both local & Group Finance requirements to ensure their compliance in reporting.? Obtain a complete and thorough understanding of clients Group Policies & Procedures.? Develop a harmonious and mutual understanding communication channel with the MEA Division office and Group Offices in HKG for best practice and compliance purposes.? Oversee interim and annual audit matters with both local & Group auditors and ensure on time reporting and clearance of all issues.? Observe and handle governance, financial and funding matters set out in the shareholders agreement.
