Position: Security AdvisorProject: USAID/ Pakistan Climate Smart AgricultureOrganization: The Kaizen Company on behalf of Tetra TechLocation: Islamabad, PakistanReports To: Director of Finance and OperationsAbout Pakistan Climate Smart Agriculture:The recently awarded five-year USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan Green Alliance framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID?s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing. In partnering with the private sector, civil society, and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments. Targeted project interventions will be conducted in Punjab, Sindh, KP, and Balochistan provinces. This project is implemented by The Kaizen Company on behalf of Tetra Tech.Overview:The Security Advisor will be responsible for ensuring the safety and security of the USAID/Pakistan CSA activity staff, assets, and operations. This role involves developing and implementing comprehensive security plans, conducting risk assessments, and overseeing logistics to support the project?s objectives. The Advisor will work closely with the project leadership, project management, and local and international stakeholders to mitigate risks and respond to security incidents. The Security Advisor may be responsible for supporting 1-2 team members. Key Responsibilities:

    • Lead the development of the project Security Plan.
    • Develop and conduct security assessments of office locations, project activity spaces, event spaces, compounds, vehicles, and expatriate/TCN housing.
    • ?Make recommendations for required security upgrades based on assessments.
    • Implement appropriate risk mitigation measures, including physical protection, safe working routines, movement restrictions, protection equipment, and security staff provision.
    • Oversee movement control and coordination, including driver and vehicle deployment and tracking staff movements.
    • Analyze the security environment and provide routine security updates to the Chief of Party and home office, identifying any threats and risks to the activity or personnel.
    • Develop a comprehensive activity security plan in accordance with Tetra Tech?s, the clients, and the governments security policies, procedures, and regulations.
    • Conduct emergency response drills and establish communication procedures for the project.
    • Provide security, safety, and risk mitigation advice and recommendations to the project leadership team and staff.
    • Conduct safety and security orientations for new staff and ongoing training throughout their employment.
    • Ensure staff compliance with security procedures and protocols.
    • Regularly brief all staff on important safety and security issues, including Tetra Tech staff and short-term consultants.
    • Report security incidents and violations and recommend corrective actions to the Chief of Party and home office team.
    • Assist with out-of-hours emergency response for project staff and partners when needed.
    • Regularly assess regional communications requirements and ensure the availability of appropriate communications technology.
    • Orient staff to emergency communication procedures and technology.
    • Test the emergency communication system regularly, analyze results, make appropriate revisions, and maintain an updated emergency communication contact list.
    • Perform other duties as assigned.
Qualifications:
  • Required
    • Bachelor?s degree in Security Management, Risk Management, Logistics, or a related field.
    • Minimum of 10 years of experience in security management.
    • Strong knowledge of USAID security regulations and compliance requirements.
    • Proven experience in risk assessment, security planning, and incident management.
    • Excellent interpersonal and communication skills, with the ability to build relationships with diverse stakeholders.
    • Proficiency in security management software and communication technology
    • Fluency in English
    • Pakistani National
  • Preferred
    • Master?s degree or professional security certification.
    • Security management experience specifically within international development and/or donor-funded projects.
    • Fluency in Urdu strongly preferred.
Salary
  • The annual salary will be determined in line with background and experience, per the local compensation plan. A standard benefits package will be offered.
