All selected candidates will, therefore, undergo rigorous reference and background checks.Background and Organizational ContextPakistan is among the ten countries worst affected by climate change with the 2022 floods underscoring the unpredictability, magnitude and adverse impacts of the challenge. The floods affected more than 33 million people in 94 districts resulting in the loss of 1,739 lives mostly in Sindh and Balochistan provinces. Out of the 25 poorest districts in Pakistan, 19 were adversely and significantly affected by the floods.According to the Post-Disaster Needs Assessment (PDNA, conducted with technical support from UNDP), the 2022 floods caused losses and damages exceeding US$ 30 billion to the national economy. Agriculture and housing sectors were the worst-hit, with losses and damages exceeding US$ 13 billion and US$ 6 billion respectively. The damage is spread across 17 key sectors with total recovery needs estimated to be over US$ 16 billion.In response, the Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) was developed with technical support from UNDP, providing an overarching framework for planning, financing, implementing, and monitoring Pakistan?s progress toward recovery. Further, UNDP supported the Government in organizing the International Conference on Climate Resilient Pakistan in Geneva in January 2023, providing an opportunity to present the 4RF, secure international support, and forge long-term partnerships for building Pakistan?s climate resilience and adaptation.UNDP developed its Flood Recovery Programme (FRP) responding to the findings and recommendations of the PDNA and fully aligned with the priorities identified under the 4RF. The FRP?s overarching objective is to transition from relief and expedite resilient and sustainable recovery in the flood affected areas in an integrated manner, with its four pillars reflecting UNDPs core strengths and comparative advantages: 1) housing and community infrastructure; 2) livelihoods recovery; 3) enhancing governments capacity for service delivery, and 4) disaster resilience and climate risk reduction.The FRP is intended as an umbrella project under which donor contributions ? as pledged at the Geneva Conference ? could be harnessed. As of writing, UNDP has mobilized 4.6M USD from the Government of Japan, with which key activities will be kick-started, and more funds are expected to be mobilized from other donors. Indeed, the needs remain significant as more than six months on, the floods continue to have a devastating impact on the workforce. As of March 2023, there are around 4.3 million workers in flood-affected districts who continue to be affected by disruptions and job losses (ILO), amounting to 20% of the pre-flood workforce. There are also over 400,000 temporary displaced persons identified in 13 districts reporting the highest displacement in the provinces of Balochistan and KP alone. There are potential (but imminent) risks of compounding crises, including heatwaves and monsoons during the 2023 rainy season.˙Position PurposeIn order to ensure timely implementation of the FRP and coordinate with various stakeholders to jointly develop proposals building on UNDP?s comparative advantages and added value, especially on livelihood recovery, UNDP Pakistan Country Office is recruiting a Recovery Specialist to work within its Resilience, Environment and Climate Change Unit, under the guidance and direct supervision of the Assistant Resident Representative. The Recovery Specialist will work in close collaboration with other units within the CO to support resilient recovery to the 2022 floods in Pakistan with a portfolio-based implementation to program implementation.UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.Duties and ResponsibilitiesLead timely and quality implementation of the Flood Recovery Programme

  • Lead the timely implementation of the various components of the FRP by coordinating with government counterparts, UN agencies, civil society organizations and CO teams;
  • Ensure course correction and adaptive project management where circumstances require, in close consultation with CO senior management;
  • Monitor progress on the ground on a regular basis, in collaboration with various units and sub-offices in the implementing sites, including by conducting monitoring missions;
  • Lead communication efforts including by providing progress updates to internal and external stakeholders on a regular basis;
  • Ensure full compliance with the reporting requirements of the FRP donors, including compiling, drafting and finalizing progress/final reports;
  • Ensure full compliance of the FRP with UNDP rules and regulations and policies on financial activities, financial recording/reporting system and follow-up on audit recommendations where necessary.
Provide technical guidance to deepen UNDP?s offer on livelihoods and value chain approach
  • Lead the conceptualization of UNDP?s offer on livelihoods recovery building on the organization?s global and national track record, comparative advantages and added value, ensuring interlinkages with other components of the FRP;
  • Coordinate with UN agencies and other development partners to identify entry points for future programming and policy interventions related to livelihoods recovery;
  • Substantively lead the production of knowledge products and reports related to the FRP and livelihoods recovery;
  • Facilitate knowledge exchange within UNDP and with other external partners on lessons learnt focusing on livelihood recovery;
Lead design interventions under the FRP in coordination with various stakeholders
  • Lead the development of advocacy strategies for disseminating and raising awareness of results and impact achieved under the FRP as well as key recovery challenges and opportunities in the flood-affected areas;
  • Develop targeted funding proposals under or related to the FRP umbrella based on a comprehensive analysis and mapping of donor priorities;
  • Develop and strengthen networks with departments at HQ and the regional office, as well as other UN agencies working in Pakistan to support the policy and programming mandates of the CO;
  • Develop and maintain relations with development partners and potential donors in Pakistan;

Required Skills and ExperienceEducation:
  • Masters degree or equivalent in development studies, political science, international relations, social science, law or related field is required, or -˙
  • Bachelor?s degree in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Masters degree.
Experience:
  • Minimum 5 years (with master?s degree) or 7 years (with bachelor?s degree) of progressively responsible experience in leading the implementation of programmes and projects in the areas of crisis response, early recovery, resilience building, livelihoods development and related areas is required.
  • Working experience and demonstrated technical expertise in designing, implementing and coordinating livelihood recovery, project monitoring and evaluations and development interventions is a strong asset.
  • Prior experience managing projects funded by emerging donors, as well as knowledge of their specific priorities, processes and standards, is an asset.
  • Experience working in managing international development cooperation is an asset.
Language Requirements:
  • Fluency in oral and written English is required.˙
  • Working knowledge of Chinese is an asset.
