Job Description

UNDP?s Strengthening Electoral and Legislative Processes (SELP) project provides technical assistance to support the institutional development of the Election Commission of Pakistan (ECP), the Senate, and the National and Provincial Assemblies. The core focus of program activities is providing technical assistance in the development of professional skills of secretariat staff and enhancing the key functions of each institution, under the umbrella of SDG 16, and with the intention of it leading to greater public trust, confidence, and engagement in Pakistan?s democratic processes.Following the general elections in 2018, UNDP assisted the ECP in ? the development of its Third Five-year Strategic Plan (2019-2023). Moving forward, UNDP SELP envisions providing targeted technical assistance to the ECP in the implementation of the Plan, and in anticipation of future electoral processes (e.g., local government elections, bye-elections, general elections 2023).UNDP/SELP envisions to support ECP for long term institutional capacity development, stakeholders? engagement on key electoral reforms, enhancement of ECPs management of electoral processes, participation of marginalized groups in the electoral processes, technical support in the utilization of electoral technologies, improvement of communication and coordination with stakeholders.Duties and ResponsibilitiesUnder the supervision of Chief Technical Advisor, the ?Project Operations & Finance Manager? is expected to achieve the aforementioned deliverables, working in close collaboration with the project?s programme and operations teams. The Project Operations and Finance Manager will be responsible for the following tasks:Ensuring strategic direction of operations focusing on achievement of the following results:

  • Effective management of the project?s operations team comprising finance, procurement, administration, and logistics officers.
  • Full compliance of operations with UNDP rules, regulations and policies, implementation of corporate operational strategies, the establishment of management targets, and monitoring of achievement of results.
  • Establishment and maintenance of the project?s internal standard operating procedures in finance, procurement, administration, logistics, and human resources management.
  • On behalf of the project Mange the requisitions, purchase orders, and payment requests in ATLAS.
  • Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations, and risk assessment.
  • Work plans and budgets updated to consider changes in circumstances.
  • Assessment of the impact and effectiveness of the project through field visits and highlighting of achievements, progress and challenges through impact, and results-driven reports.
  • Establishment of collaborative arrangements with potential partners and appropriate operational partnership arrangements.
  • Knowledge building and sharing with regards to management and operations, organization of training, synthesis of lessons learned/best practices and sound contributions to UNDP knowledge networks and communities of practice.
Ensuring effective and accurate financial resources management focusing on achievement of the following results:
  • Proper planning and expenditure tracking including extra-budgetary income in accordance with UNDP rules and regulations.
  • All financial transactions are identified, recorded, and verified in compliance with IPSAS as outlined in the corporate policies and procedures.
  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.
  • Continuous analysis and monitoring of the financial situation.
  • Elaboration of the framework and conditions of contributions agreed with donors.
  • Routinely monitoring of financial exception reports for unusual activities, transactions, and investigation of anomalies or unusual transactions.
  • Financial resources management through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations.
  • Preparation and monitoring of budgets.
  • Elaboration of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; travel claims and other entitlements are duly processed, receipting of goods and services and establishment of accruals are properly done in compliance with UNDP policies and procedures.
Ensuring strategic human resources management focusing on achievement of the following results:
  • Compliance with corporate human resources policies and strategies.
  • Optimal staffing of the project.
  • Maintenance of proper performance management and staff development systems.
Ensuring provision of efficient procurement and logistical services and supervision of procurement, logistics and administrative personnel focusing on achievement of the following results:
  • PMU compliance with corporate rules and regulations in the field and elaboration of the PMU procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement.
  • Elaboration of the PMU contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications. Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations.
  • Proper management of UNDP assets, facilities, and logistical services, including full compliance with IPSAS in the accounting for the procurement, utilization and disposal of assets.
Assisting the Chief Technical Advisor in reporting to the Country Office, Project Review Board and donors focusing on achievement of the following results:
  • Organization of meetings of the Project Review Board to review progress and approve work plans.
  • Preparation of monthly progress updates and quarterly and annual reports.
  • Completion of other tasks relevant to the project?s success as directed by the Chief Technical Advisor.

Required Skills and ExperienceEducation:
  • Master?s degree in Finance/Accounting, Business Administration, or Public Administration or a professional accounting qualification from an internationally recognized institute of accountancy with specialized training in procurement, preferably a CIPS certification.
  • Professional Qualified Chartered Accountants from a recognized institute of accountancy will have a distinct advantage.
  • Those with a professional accounting qualification certificate from an internationally recognized institute of accountancy will have a distinct advantage and those without will require the UNDP Accounting and Finance Test
  • Considered/selected candidates may be required to take the Advanced UNDP Accountancy and Finance Test.
Experience:
  • At least five (5) years after master?s degree experience in project management, financial management
  • Substantial experience of handling operations and finance for projects with development of financial plans, budgets and processes
  • Extensive experience in donor financial reporting, corporate ERPs and development programmes/projects.
  • Demonstrated experience in the usage of computers and office software packages, experience in handling financial data
  • Effective Project Management skills.
  • Effective strategic human resources management
  • Accuracy in financial resources management
  • Efficient procurement and logistical services
  • Effective monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations, and risk assessment.

Language:

Travel:
  • UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
