All selected candidates will, therefore, undergo rigorous reference and background checks.Decentralization, Human Rights & Local Governance is a multi-year, multi-tier, multi sector and multi-stakeholder project launched by UNDP Pakistan to strengthen participatory federalism and decentralization against the backdrop of 18th Constitutional Amendment (2010). The Project views the 18th Amendment through a governance, development and public policy lens and identifies strategic areas of intervention to transition management of democratic devolution at federal, provincial and local levels. At the policy level, the project focuses on supporting provincial governments in preparing inclusive policies; at the institutional level the project emphasizes on digitization of existing government systems and at the community level the project works towards social inclusion of vulnerable populations, especially women in coordination with provincial human rights, local government and social welfare departments. The project incorporates gender equity and gender equality as a cross-cutting theme, with specific focus on enhancing capacities and accountability on gender equal and disaggregated approach. This means developing and implementing specific measures to ensure the effective inclusion and voice of women, girls and persons with non-binary gender identities ? specifically from the most marginalized and disenfranchised groups. The core objective of the project is to assist institutional mechanisms to strengthen effective service delivery for peace and development and ultimately contribute to the Sustainable Development Goals.UNDP Pakistan?s vision is to: A) strengthen sub-national prevention and response to HIV/AIDS by improving health governance in Pakistan under GFATM 2021-23 programme; and B) to support Pakistan?s HIV/AIDS prevention and response through systemic mechanisms of addressing HIV, reduction in stigma and discrimination and creation of enabling legal, policy and regulatory environments for effective and equal HIV prevention, treatment, care and support services in order to meet the 90-90-90 targets for ending the AIDS epidemic by 2030.The project has four main components: (1) human rights; (2) social inclusion; (3) community stabilization; (4) support HIV/AIDS preventionDuties and ResponsibilitiesThe incumbent will report directly to the Project Operations Manager of the DHL project and indirectly to the Chief Technical Advisor of the DHL Project.Summary of Key functions:
