As a Manager External & Fiscal Affairs, you will be part of the External Affairs team for the Middle East at Philip Morris Management Services (Middle East) limited in Dubai, UAE. Your role will be to develop fiscal affairs strategies envisaging current and future PMI product portfolio and business model. In this role, you will work in close coordination with Finance, BD&P, MDs, regional and global fiscal affairs teams and be involved in setting the framework and execution plans in line with PMI objectives. Your contribution will be based on your understanding of economics, public finance, international trade and taxation matters as well as understanding of different business models and it will be driven by your creativity, enthusiasm and relationship building inside and outside PMI. Your day to day. Development of a credible and holistic long-term fiscal strategy that enables a rapid and profitable transformation towards smoke-free products, while optimizing combusted products tax systems to support switching to smoke-free products envisaging current and future PMI product portfolio. Engagement with external stakeholders and government officials on topics in line with the set fiscal strategy. Stand as the PMO for fiscal, customs, and trade policy areas - coordinate all meetings among internal stakeholders, such as External Affairs professional in the affiliate and region, BD&P and Finance, prepare an early warning system to timely raise flags and conduct literature research in the area taxation, economics, incentives, and industry transformation liaise with economics and public finance experts. Prepare and/or manage international consultants to issue position papers on taxation of RRPs. Manage RRP taxation data and develop tools to assist self, the business and External Affairs teams in internal and external engagement. Perform ad-hoc fiscal and economic analysis jointly with the BD&P and Finance team to simulate the impact of various fiscal measures on company profitability and government revenues . Coordinate fiscal affairs related activities closely with commercialization, finance and indirect taxation teamsWho were looking for: . You have a degree in Economics, Public Finance, Public Affairs, Business Administration or related fields CFA designation would be an asset. You have minimum of 10 years relevant working experience in strategy consultancy, highly regulated industries such as energy, healthcare, FMCG, insurance and pharmaceutical industry, or equivalent . Understanding/experience of the interplay between policy & politics in legislative process.. Ability to engage with external 3rd parties on fiscal affairs policy matters. Knowledge of macroeconomics and public finance. Demonstrated research and analytical skills. Ability to build business models and run pricing scenario analysis. Ability to develop and issue papers, advocacy materials and executive-level presentations that are impactful, comprehensible and bridge policy and politics. Ability to handle complexity and collaboration with numerous cross-functional teams . A high-level proficiency with Microsoft Office. Must be curios on business matters and a self-starter, who eagerly and openly shares and exchanges ideas with others. Inspired to pursue new ideas in a highly undefined environment. Strong presentation skills.
