Key Responsibilities and Duties:? Fully responsible for the preparation of accurate and complete estimates.? Translate the identified project scope into an estimate for design, procurement and construction.? Execute overall capabilities in preparing detailed estimates for various types of projects, including multi-billion-dollar oil and gas projects.? Verify MTOs and BOQs of equipment and bulk quantities from the FEED, e.g. PFDs, P&IDs and drawings.? Develop capacity factored estimates and location factor adjustments.? Build estimation using resource loading, e.g. personnel, equipment, consumables, etc.? Identify areas of uncertainty and apply appropriate allowances.? Benchmark the costs against historical performance, industry norms and established KPIs.? Review estimates to ensure accuracy, completeness, and compliance of scope of work, including those developed by others, that may need revising to reflect the best practices in the projects.? Ensure that the estimating systems and computerized estimating tools are maintained and current in terms of being up to date and incorporating the latest state-of-art procedures.? Ensure the confidentiality of estimating information and data is maintained and access is limited.? Ensure bid deadlines and client?s presentation requirements are met. Requirements:? Bachelor?s Degree in Engineering Instrumentation/Electronics/Communication Discipline.? 5-8 years of estimating experience in the Instrumentation and Telecommunication estimation works including at least 5 years devoted to petrochemical, refinery, and pipeline or power generation projects. Must be familiar with construction practices, materials and equipment.? Highly conversant to operate Excel and Access in the estimation works. ? Ability to work with the teams, build relationships with external vendors, contractors and all the stakeholders.? Ability to work with international cultures and having international experience is preferable.? Good knowledge of English, both written and verbal.? Ability to work simultaneously for multiple tenders and organise to deliver excellent results.? In depth understanding of estimating methods and contractual mechanisms for EPC and subcontracting.
