KEY RESULTS ACCOUNTABILITIES# Prepares or supervises the preparation, as instructed, of reports and replies to the Directors, Managersof Sections, Head of Committees on matters relevant to Transportation system design, implementation,communications management and pertinent activities internal to the RTA and external to the relevantstakeholders.# Responsible for generating Best-Practice Guidelines, formulating and establishing policies and procedures inco-ordination with all the relevant sections of TSD, and ensuring the adoption of the same, such that the TSDsystems are maintained and operated to the highest of levels# Responsible for making recommendations and generating proposals for the Transportation Systems Directorfor any computer and communications activities that can be performed internally with current RTAsresources.# An efficiently managed and successfully operating Transportation Systems Department# Reliable performance from Transportation systems and communications network components, assuring thatperformance requirements are met for data collection, data displays, and information dissemination to thePublic, Police and other Transportation Systems users.# Responsible to represent the TS Department, in technical committees internal and external to the RTA,and engage in presentations, discussions, policy matters, creation of rules and regulations, related to theTS Department and assist the TS Director in various aspects of decision making process, selection criteria,generating summary reports, etc.# Responsible for generating the Terms of References and Proposals for the new Transportation systemarchitecture, hardware, software, interfaces, integration requirements, etc. by utilising the provendevelopments and current practice in the field of Public Transportation Systems, Automated VehicleManagement, Fare Collection, Real-time Passenger Information, Advanced Fleet Management, SchedulingSystems, Web Applications and Mobile Application, etc.# Responsible for reviewing and analyzing the existing systems, network and practices currently being followedfor Transportation Systems implementation in the Emirate, and then working towards aligning the design andimplementation of Transportation Systems in the Emirate, with the current and proven International Standardsand recent developments within the Information Technology and Computer Industry.# Perform other responsibilities associated with the position as appropriate.# Responsible for proposing, organizing, coordinating, and identifying priorities with respect to improvementsto Public Transport computer systems, devices and telecommunications components, based on knowledge andreview of day-to-day systems and telecommunications performance, and making suitable recommendations tothe Transportation Systems Director.# Responsible for reviewing technical and commercial proposals from RTA appointed Consultants and SpecialistContractors for activities involving design, implementation, operations and maintenance of TransportationSystems assets. Prepares Evaluation reports and provides concise advice in matters related to decision makingto the Director of the department.# Performs or supervises the performance of conceptual, preliminary and detailed design of expansion,enhancement or replacement activities for Transportation Systems, in coordination with designatedConsultants and relevant departments within RTA.# Responsible for developing performance measures to assess the effectiveness and performance of theTransportation systems. Surveys and monitors regularly all related systems and interfaces to apply theseperformance measures.# Responsible for identifying system functional requirements revisions and changes, and determining systemcomponents needed to address these changes in coordination with relevant stakeholders, aligning with theoverall roadmap of future Transportation Systems Expansions in the Emirate.# Represents the TSD on matters relating to the functions of the TSD-Department, as advised and/orinstructed by the Director of the Department.# Provides expertise, approach and advice on matters relating to system hardware and software architecture,interfaces and integration requirements for exchange of data and information in inter-connecting differingsystems across the Agencies within RTA.# Responsible for preparing the guidelines and framework for creating a state-of-the art System architecture forTSD applications in the Emirate.# Responsible for generating performance reports for the Director, indicating the level of service from theconsultants and contractors performing Consultancy and Construction works for design, implementation,maintenance and operations of Transportation Systems.# Supervises, assists and provides on-the-job training of junior staff assigned to work directly under his/hercontrol, ensuring that they perform their duties efficiently and improve their knowledge and ability at the sametime.Education# Master in Electrical /or Electronics Engineering from a recognized university.Skills# Goal-driven leader who maintains a productive climate and confidently motivates, mobilizes, and coachesemployees to meet high performance standards.# Implementation of large scale complex Public Transportation Systems Projects# Results-driven achiever with exemplary planning and organizational skills, along with a high degree of detailorientation.# Must have experience in development of multi-modal integration and systems# Innovative problem-solver who can generate workable solutions and resolve complaints.# Prior experience in working with ITS framework and methodologies employed in the region.# Understanding of transportation systems security, mobile device management and functional needs.# In-depth knowledge of Intelligent Transportation Systems Master Plan.# Familiarity with IEEE system engineering methodologies and telecommunication standards# Deep insight of transportation systems architecture in Dubai.# Experience in defining transportation systems architecture.# Experience in designing business continuity and disaster recovery for Transportation Systems.# Background in Public Transportation, Water Transport and Taxi industry.# Resourceful team player who excels at building trusting relationships with customers and colleagues.# Computer-literate performer with extensive software proficiency covering wide variety of applications.# Exceptional listener and communicator who effectively conveys information verbally and in writing.# Flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multipleconcurrent projects.# 10 years of working experience.# Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamliningcomplex work processes.
