Job Summary: The Water and Energy Resources Engineer contributes to the overall Water and Habitat program quality by conducting thematic research to enable evidence-based decision-making during program and projects planning, as well as strategy formulation, using outcome-based approaches; providing multi-sectoral analysis of public systems and their interdependencies to improve resilience-building and systems thinking within the program; providing systemic support to public authorities to develop their systems resilience; and supporting in the conceptualization, coordination, and implementation of enhanced Monitoring, Evaluation, Accountability and Learning (MEAL) strategies.Objectives and Tasks:Systemic SupportWorks up to 50% to support capacity building of public service providers ? especially Water Establishments ? to develop systems resilience, leading the Water Asset Vulnerability Assessment (WAVA) and giving special attention to the Arsal Water Supply System Development project (WSSD).?Assesses methodically public infrastructure, assets and systems;?Provides comprehensive diagnosis of existing systems and their weaknesses, strengths and needs; identifying correlations between all variables, and determining causal relationships;?Uses systems thinking approach to identify best interventions strategies;?Proposes programs, tools and plans to improve public service providers? overall competencies;?Monitors planned projects and activities throughout the program and ensures final handover to the stakeholders;?Manages relationships with technical counterparts and stakeholders, ensuring knowledge sharing and exchange of expertise.ÿData & AnalyticsWorks up to 20% of time in support of data & analytics requirements of WatHab in Lebanon, assuming responsibility as focal point within the department.?Assumes responsibility for data quality of the department?s operational data;?Provides in depth analyses of key topics (e.g., urban infrastructure and systems, climate risks and projections, sustainability, resilience, and latest trends in the humanitarian and development fields) through desk review, environmental scanning, qualitative and quantitative data analysis, interviews, and field missions;?Generates high quality reports and summaries with professional data visualization and supports the mapping and dashboards needs in close collaboration with the A&E/GIS team at delegation level;?Contributes to formulate strategies and plans of action;?Supports data-driven research initiatives in the department;?Ensures compliance of the department?s data activities with established internal regulations, and, where applicable external regulations, particularly with respect to data protection;?Acts as Data Focal Point of the department within the global WatHab community;?Identifies and addresses proactively the need to improve data literacy among colleagues within the department, proposing relative trainings. ÿMonitoring, Evaluation, Accountability & Learning (MEAL)Works up to 20% of time in leading MEAL efforts within the WatHab department, leveraging methodology and tools, streamlining processes, and advising on best practices.?Supports efforts to put in place a coherent MEAL strategy for the department as per institutional guidelines and best practices;?Supports project managers to integrate MEAL in their projects by providing inputs into the assessment and design stages of projects (e.g., baselines and endlines, indicators and measurement methodologies) and planning monitoring and evaluation activities.?Conducts field visits for data validation and to monitor the quality and completeness of data sets;?Coordinates data collection at project sites to monitor program development;?Derives, monitors, and reports on key metrics of the department?s performance;?Consolidates project-specific MEAL data at department level, analyses to draw lessons learned, shows up avenues for improvement.Technical SupportWorks up to 10% to support the WatHab team in responding to urgent requests or emergency situations.?Carries out field assessments focused on technical, social, and institutional aspects;?Analyses collected information and writes comprehensive assessment reports;?Proposes activities to address evidence-based humanitarian needs;?Manages relationships with relevant authorities throughout the project cycle and ensures handover of projects to the beneficiary;?Acts as operational Climate Change and Environmental degradation, CCC and PCP Focal Point of the department within Lebanon delegation.GENERAL DUTIES
